63-00147: International Paper (10 Wilson Road, Eight Four, PA 15330-2846). On July 21, 2020, the Department of Environmental Protection renewed a natural minor State-Only Operating Permit for the operation of a corrugated box manufacturing facility located in North Strabane Township, Washington County. This facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145. The permit includes emission restrictions, operating requirements, monitoring requirements, work practice standards, and recordkeeping requirements for the site.
04-00466: NSPC LLC (1720 Route 68, New Brighton, PA 15066). On July 28, 2020, the Department issued a Natural Minor Operating Permit renewal for the operation of the facility's air contamination source consisting of one propane-fired Industrial Equipment and Engineering Company Model IE-43 crematory incinerator with a 344,000 Btu/hr primary chamber and a 658,000 Btu/hr secondary chamber. The facility is limited to 0.1 gr/dcsf particulate matter corrected to 12% CO2 and 500 ppmv sulfur oxides. The permit includes conditions relating to applicable emission restrictions, testing, monitoring, recordkeeping, reporting, and work practice standards requirements for the facility located in New Sewickley Township, Beaver County.

43-00273: DBA Select Metal Litho Greenville (242 Reynolds Industrial Park Dr., Greenville, PA 16125-8216). On July 15, 2020, the Department issued the renewal State Only Operating Permit for the manufacturing facility located in Pymatuning Township, Mercer County. The facility conducts surface coating of metal sheets that are eventually used to form metal cans and decorative tins. The facility has two print lines and one coater line. The potential emissions of the primary pollutants from the facility are as follows: PM-10 and PM-2.5: 0.28 TPY, NOx: 9.22 TPY, SOx: 0.06 TPY, CO: 7.75 TPY, and VOC: 49.50 TPY; thus, the facility is a natural minor. The facility is also operating under Plan Approval 43-273A for the construction of a new coating line and a regenerative thermal oxidizer that controls emissions from this new coating line, the existing coating line, and both print lines. This plan approval also established VOC limits for each individual source as well as the entire facility (49.5 tons per year). Upon completion of plan approval terms, the requirements will be incorporated into the operating permit via amendment. The operating permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
43-00322: Thompson Fabricating, Inc. (60 Council Avenue, Wheatland, PA 16161). On July 21, 2020, the Department issued the renewal of the State-Only Operating Permit of a facility that manufactures detachable roll-off or hook-lift steel containers located in Wheatland Borough, Mercer County. Permitted air contamination sources at the facility are one paint booth and one paint booth heater. Other operations performed at the facility are considered trivial/insignificant activities for permitting purposes. With VOC PTE below the major source threshold, the facility is Natural Minor. In this renewal, major permit change is the incorporation of 25 Pa. Code § 129.52d, which replaces § 129.52.

The following plans and reports were submitted under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).
Provisions of 25 Pa. Code Chapter 245 Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

PREAMBLE 3
The DEP has taken action on the following plans and reports under the Storage Tank and Spill Prevention Act (35 P.S. §§ 6021.101—6021.2104).
Provisions of 25 Pa. Code Chapter 245 Subchapter D, Administration of the Storage Tank and Spill Prevention Program, require the Department of Environmental Protection (DEP) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports.
A remedial action plan is submitted to summarize the site characterization, document the design and construction details for the remedial action, and describe how the remedial action will attain the selected remediation standard. The remedial action plan also provides results of studies performed and data collected to support the remedial action and a description of postremediation care requirements. A remedial action completion report is submitted to document cleanup of a release of a regulated substance at a site to the selected remediation standard. A remedial action completion report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or non-residential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
The DEP may approve or disapprove plans and reports submitted. This notice provides the DEP's decision and, if relevant, the basis for disapproval.

Knox District Mining office has received a request for an informal conference concerning the application for the Glacial 60 Mine. In accordance with Governor Tom Wolf's emergency disaster declaration and based on advice from the Department of Health regarding the mitigation of the spread of the novel coronavirus (COVID-19), the DEP has scheduled a virtual informal conference for Tuesday, August 25, 2020, beginning at 1:00 p.m.
Individuals who wish to observe or present testimony at the informal conference must contact Tom Decker at 814-573-3709 or at thomadecke@pa.gov, at a minimum of 24 hours in advance of the hearing to reserve a time to present testimony. Citizens who register for the event will receive the link and instructions on how to join via e-mail.
Verbal testimony is limited to 5 minutes for each witness. Video demonstrations and screen sharing by witnesses will not be permitted.
