Amendments to Final-Omitted Regulations; Regulatory Review

   The Independent Regulatory Review Commission (IRRC) published a proposed rulemaking at 25 Pa.B. 6103 (December 30, 1995). Regulatory review information was not deposited with the Legislative Reference Bureau and should have appeared as follows:

   Under section 11(a) of the Regulatory Review Act (71 P. S. § 745.11(a)), on January 16, 1996, IRRC delivered a copy of these proposed amendments to the Chairperson of the Senate Rules and Executive Nominations Committee and redelivered copies of the proposed amendments to the Joint Committee on Documents (JCD) and to the Chairperson of the House State Government Committee. In addition to submitting the proposed amendments, IRRC has provided the JCD and the Committees with a copy of a detailed Regulatory Analysis Form. A copy of this material is available to the public upon request. If either Committee objects to any provision in the proposed amendments, it will notify IRRC of its objections within 20 days from the close of the public comment period. If the JCD objects to any provision in the proposed amendments it will notify IRRC of its objections within 30 days from the close of the public comment period. The notification shall specify the regulatory review criteria which have not been satisfied by that provision.

   (Editor's Note:  Under the Regulatory Review Act (71 P. S. §§ 745.1--745.15), the JCD assumes the role of reviewer normally held by IRRC in the case of rules proposed by IRRC itself).

   All interested persons are invited to submit written comments regarding the proposed amendments within 45 days from December 30, 1995, the date of publication of the proposed amendments in the Pennsylvania Bulletin.
