Actions taken under the Pennsylvania Safe Drinking Water Act (35 P. S. §§ 721.1--721.17)

   Northeast Regional Office: Sanitarian Regional Manager, 2 Public Square, Wilkes-Barre, PA 18711-0790, telephone (717) 826-2511.

   1395503. Public water supply. A permit was issued on January 22, 1996, to Jim Thorpe Municipal Authority, c/o Richard Steidle, Chair, 101 East Tenth Street, Jim Thorpe, PA 18229. This proposal involves the construction of a 1 million gallon concrete water storage tank, associated piping and clear well. It is located in Jim Thorpe Borough, Carbon County.

   2406411. Public water supply. A permit was issued on January 23, 1996, to Nature's Way Pure Water System, Inc., c/o Thomas Henning, VP, 250 Kennedy Boulevard, Pittston, PA 18640. This proposal involves installation of a 1,500 gpd bottling plant consisting of a carbon filter, water softener, distillation system and ozone disinfection unit. The water will be obtained from permitted PG&W public water supply. It is located in Pittston Township, Luzerne County.

   3396420. Public water supply. A permit was issued on January 19, 1996, to Great Spring Waters of America, Perrier Group of America, Bottling Facility, c/o Robert Fisher, Director of Manufacturing, 405 Nestle Way, Breinigsville, PA 18031. This proposal involves bulk water hauling, source permitting, raw water and finished water storage, water processing/treatment, bottling plant, bulk water loading and warehouse facilities. This facility is located in Upper Macungie Township, Lehigh County.

   3594506. Public water supply. A permit was issued on January 18, 1996, to Log Road Water Company, c/o Richard Britner, President, Box 189, Hamlin, PA 18427. This proposal involves the modification of the existing system to provide disinfection of the well water prior to distribution. It is located in Jefferson Township, Lackawanna County.

   5295505. Public water supply. A permit was issued on January 19, 1996, to Saville Rustin Water Company, c/o Pat Fazio, 1103 Pine Ridge Drive, Bushkill, PA 18324. This proposal involves: the replacement of a water softening system for well no. 1 with a manganese green sand system prior to manganese removal. Corrosion control at well no. 2 was soda ash and well no. 3 will use polyphosphates for sequestering iron and manganese. This is located in Lehman Township, Pike County.

   6490506. Public water supply. A permit was issued on January 18, 1996, to Highland Fields Development, c/o Brenda Davis, Owner, R. D. 2, Box 269A Hawley, PA 18428. This proposal involves the permitting of an existing public water supply system consisting of one well, distribution storage, disinfection facilities and a distribution system to serve 30 EDUs. It is located in Palmyra Township, Wayne County.

   6590508. Public water supply. A permit was issued on January 24, 1996, to Cherry Hill Mobile Home Court, c/o Harold Mang, Owner, R. D. 2, Box 1900, Honesdale, PA 18431. This proposal involves the permitting of an existing public water supply system consisting of one well, distribution storage, disinfection facilities and a distribution system which serves 60 EDUs. It is located in Cherry Ridge Township, Wayne County.


Notice of the Submission of Final Reports on Attainment of Background and Statewide Health Standards (sections 302(e)(2) and 303(h)(2))

   The following final reports were submitted to the Department of Environmental Protection under the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995 (P. L. 4, No. 2).

   Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (the Act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the Act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

   For further information concerning the final report, please contact the Environmental Cleanup Program in the Department of Environmental Protection Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed.    Graner Property Remediation Site, Lowhill Township, Lehigh County. Douglas Sammak, Project Director with American Resource Consultants, Inc., P. O. Box 2227, Doylestown has submitted a Final Report (on behalf of Riding Brook, Inc.) concerning remediation of site soils contaminated with lead. The report is intended to document remediation of the site to meet the Statewide health standard. A Notice of Intent to Remediate was simultaneously submitted--see additional Pennsylvania Bulletin notice.

Revocation of permit for this Residual Waste 2 North Landfill, located in Bethlehem, Northampton County. This action was taken due to the applicant no longer having the intent to construct or operate this landfill. Permit was revoked in the Regional Office on January 29, 1996. In addition, a Bond Release request was received in the Regional Office on January 16, 1996. Upon releasing of the bond in the near future, a notice will appear in the Pennsylvania Bulletin, regarding this release.


Closure certification under the Solid Waste Management Act (35 P. S. §§ 6018.101--6018.1003) and regulations for the closure of a hazardous waste treatment unit.

To construct and maintain a nonjurisdictional dam (Basin 4) across a tributary to Skippack Creek (TSF) for the purpose of stormwater management at the proposed Banbury Estates subdivision located approximately 1,200 feet north of the intersection of Beck Road and Elroy Road (Telford, PA Quadrangle N: 6.80 inches; W: 11.35 inches) in Franconia Township, Montgomery County.

The project is located near the intersection of Woodhaven Road (L. R. 1029) and Knights Road (Beverly, PA-NJ Quadrangle N: 15.7 inches; W: 13.2 inches) in the City of Philadelphia, Philadelphia County. The permittee is providing 1.00 acre of wetland replacement.

   E14-276. Encroachment. Department of Transportation, 1924-30 Daisy St., Clearfield, PA 16830. To remove the existing structure and to construct and maintain a 2 span prestressed concrete box beam bridge with 2 clear normal spans of 38.9 feet each, a skew of 45° across Sinking Creek. The project is located on S. R. 144 Sect. A01 about 0.7 mile south of its intersection with S. R. 2008 (Centre Hall, PA Quadrangle N: 11.3 inches; W: 1.9 inches) in Potter Township, Centre County.

   E18-205. Encroachment. Porter Township Supervisors, P. O. Box 57, Lamar, PA 16848. Remove the existing structure and construct and maintain a single span prestressed concrete box beam structure with a clear span of 43.4 feet and minimum underclearance of 2.2 feet at a 76° left skew in Cedar Run on T-321 in the Village of Parvin (Beech Creek, PA Quadrangle N: 10.60 inches; W: 2.20 inches) in Porter Township, Clinton County.

   E41-348. Encroachment. Moreland Township Supervisors, R. R. 4, Box 184-1, Muncy, PA 17756. To remove the existing structure and to construct and maintain a 71 inch culvert in Broad Run. This project is located on township road T-509 about 800 feet west of its intersection with S. R. 2069 (Hughesville, PA Quadrangle N: 16.3 inches; W: 3.7 inches) in Moreland Township, Lycoming County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E46-721. Encroachment. Montgomery County Commissioners, Montgomery County Courthouse, Norristown, PA 19404-0311. To remove an existing deteriorating three span I-beam bridge and to construct and maintain a two span prestressed concrete box beam bridge. The existing bridge is a 70-foot long, three span structure. The proposed bridge has two spans. Span 1 is 30 feet long with an underclearance of 4.2 feet and Span 2 is 30 feet long with an underclearance of 4.3 feet. County Bridge No. 107 is located across Swamp Creek (TSF) on Swamp Creek Road (T-352) (Sassamansville, PA Quadrangle N: 13.9 inches; W: 15.1 inches) in Douglass Township, Montgomery County.

   E40-428. Encroachment. John T. Timko, 788 East Main Street, Weatherly, PA 18255. To construct and maintain a road crossing of a tributary to Big Wapwallopen Creek (locally known as Yeager Creek), consisting of a 14.8-foot x 4.8-foot aluminum box culvert and the placement of fill in a de minimus area of wetlands less than or equal to 0.05 acre, for the purpose of providing access from Brandywyn Drive to a 16.2-acre single residential lot. The project is located on Lot 19 of the Fox Run Subdivision, approximately 0.5 mile southeast of the intersection of S. R. 2045 and S. R. 3010 (Freeland, PA Quadrangle N: 19.1 inches; W: 8.1 inches) in Wright Township, Luzerne County.

   E54-216. Encroachment. Darren E. Dreher, 1044 Deiberts Valley Road, Schuylkill Haven, PA 17972. To maintain a 16 foot x 16 foot deck in the floodway of Red Creek for recreational purposes. This project is located at the rear of the property at 1044 Deiberts Valley Road (Township Road T-657), approximately 1,700 feet west of S. R. 2011 (Friedensburg, PA Quadrangle N: 21.5 inches; W: 0.55 inch) in South Manheim Township, Schuylkill County.
