(Part II Permits)

   The following permit applications and requests for plan approval have been received by the Department of Environmental Protection (Department).

   Persons objecting on the grounds of public or private interest to the approval of an application or submitted plan may file a written protest with the Department at the address indicated above each permit application or plan. Each written protest should contain the following: name, address and telephone number; identification of the plan or application to which the protest is addressed; and a concise statement in sufficient detail to inform the Department of the exact basis of the protest and the relevant facts upon which it is based. The Department may conduct a fact-finding hearing or an informal conference in response to any given protest or protests. Each commentator will be notified in writing of the time and place if a hearing or conference concerning the plan or action or application to which the protest relates is held. To insure consideration by the Department prior to final action on permit applications and proposed plans, initial protests and additions or amendments to protests already filed should be filed within 15 calendar days from the date of this issue of the Pennsylvania Bulletin. A copy of each permit application and proposed plan is on file in the office indicated and is open to public inspection.

INDIVIDUAL PERMITS

(PAS)

   The following parties have applied for an NPDES permit to discharge stormwater from a proposed construction activity into the surface waters of the Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection (Department) proposes to issue a permit to discharge, subject to certain limitations set forth in the permit and special conditions. These proposed determinations are tentative. Limitations are provided in the permit as erosion and sedimentation control measures and facilities which restrict the rate and quantity of sediment discharged.

   Where indicated, the EPA, Region III, Regional Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.24(d).

   Persons wishing to comment on the proposed permit are invited to submit a statement to the Regional Office or County Conservation District Office indicated as the responsible office, within 30 days from the date of this public notice. A copy of the written comments should be sent to the County Conservation District Office. Comments reviewed within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Regional Office of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the Regional Office considers the public response significant.

   Following the 30-day comment period, the Water Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealable to the Environmental Hearing Board.

   The application and related documents, including the erosion and sedimentation control plan for the construction activity, are on file and may be inspected at the County Conservation District Office or the Department Regional Office indicated above the application.

This proposal involves the flow capacity upgrade of the Forest Park Water plant. The applicants are requesting an increase in the filters' flow rate from 4 gpm/sq. ft. to 6 gpm/sq. ft. at the Forest Park Water Treatment plant in Chalfont Borough, Bucks County.

This proposal involves the construction of a water booster pump station and 500,000 gallon storage tank to supply water from the Hazleton City Authority's filtration plant to the Village of Lattimer and 5,000 linear feet of 8 inch ductile iron transmission main. It is located in Hazleton City, Luzerne County.

   4097505. Public water supply. Pardeesville Water Assn., LeRoy Houser, President, R. R. 2, P4-4, Hazleton, PA 18201. This proposal involves reduction in work to rehabilitate the existing standpipe, construction of a new 180,000 gallon standpipe and utilization of a water softener for iron/manganese removal at Well No. 6. It is located in the Village of Pardeesville, Luzerne County.

   1397501. Public water supply. Jim Thorpe Municipal Authority (West), Richard Steidle, Chairman, 101 E Tenth Street, Jim Thorpe, PA 18229. This proposal involves the construction of a filter room, garage, chem feed/storage room laboratory and lavatory. The current filtration system will be replaced with two modular units, and site piping modification to accommodate the new water treatment system. The existing filtration plant will be abandoned when construction is complete. It is located in the Borough of Jim Thorpe, Carbon County.

HAZARDOUS SITES CLEAN-UP

Under the act of October 18, 1988

Gilbert Darnley/Petroleum Recovery Services Site, Greene Township, Beaver County

   The Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (HSCA) (35 P. S. §§ 6020.101--6020.1304), reopens the administrative record for the emergency response at the Gilbert Darnley/Petroleum Recovery Services Site. The Department opened the administrative record on July 17, 1996, under section 506(b) of HSCA (35 P. S. § 6020.506(b)), to provide the public the opportunity to comment on the emergency response selected. The public comment period expired on October 15, 1996.

   The Department now reopens the administrative record under section 506(g) and (h) of HSCA (35 P. S. §§ 6020(g) and 6020.506(h)). The Department is reopening the administrative record to document the details of the response and the response costs using information not available when the administrative record was initially opened.

   The new information contained in the administrative record is available for public review and comment. The administrative record is located at the Department's regional offices at 400 Waterfront Drive, Pittsburgh, PA 15222 and is available for review Monday through Friday from 8 a.m. to 4:30 p.m.

   The new information contained in the administrative record will be open for review and comment from July 12, 1997, until September 12, 1997. Persons may submit written comments regarding the new information into the record during this time only, by sending them to Barbara Gunter at the Department of Environmental Protection, 400 Waterfront Drive, Pittsburgh, PA 15222 or by delivering them to this office in person.

   If requested, the Department will conduct a public hearing where persons may present oral comments regarding the new information for inclusion in the administrative record. A request for a public hearing must be made in writing and must be postmarked no later than August 12, 1997. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

Acknowledgment of Notices of Intent to Remediate submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).

   Section(s) 302 and 303 of the Land Recycling and Environmental Remediation Standards Act (act) requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin an acknowledgment noting receipt of any Notices of Intent to Remediate. An acknowledgment of the receipt of a Notice of Intent to Remediate identifies a site where a person proposes to, or has been required to, respond to a release of a regulated substance at a site. Persons intending to use the background or Statewide health standard to remediate a site must file a Notice of Intent to Remediate with the Department. A Notice of Intent to Remediate filed with the Department provides a brief description of the location of the site, a list of known contaminants at the site, the proposed remediation measures for the site, and a description of the intended future use of the site. A person who demonstrates attainment of one or a combination of the cleanup standards identified under the act will be relieved of further liability for the remediation of the site for any contamination identified in reports submitted to and approved by the Department and shall not be subject to citizen suits or other contribution actions brought by responsible persons not participating in the remediation.

   For further information concerning the content of a Notice of Intent to Remediate, please contact the Department of Environmental Protection Regional Office under which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the community relations coordinator at the appropriate Regional Office listed.    NF&M International, Borough of Monaca, Beaver County. The applicant proposes to remediate the site to meet the Statewide health standard.

   Under sections 304(n)(1)(ii) and 305(c)(2) of the act, there is a 30-day public and municipal comment period for sites proposed for remediation using a site-specific cleanup standard, in whole or in part, and for sites determined to be located in Special Industrial Areas. This period begins when a summary of the Notice of Intent to Remediate is published in a newspaper of general circulation in the area by the person conducting remediation. For the sites identified below, a municipality may request to be involved in the development of the remediation and reuse plans for the site if the request is made within 30 days of the date specified below. During this comment period a municipality may request that the person identified below, as the remediator of a site, develop and implement a public involvement plan. Requests to be involved, and comments, should be directed to the remediator of a site. For further information concerning the content of a Notice of Intent to Remediate, please contact the Department Regional Office under which the notice appears. If information concerning this acknowledgment is required in an alternative form, contact the Community Relations Coordinator at the appropriate Regional Office listed.    Sovereign Oil Site, City of Philadelphia, Philadelphia County. J. Anthony Sauder, P. E., Pennoni Associates, 3001 Market St., Philadelphia, PA 19104, has submitted a Notice of Intent to Remediate site soil contaminated with lead, petroleum hydrocarbons and polycyclic aromatic hydrocarbons; and groundwater contaminated with lead, heavy metals and petroleum hydrocarbons. The site is located in a Special Industrial Area, the American Street Enterprise Zone in North Philadelphia. The applicant proposes to remediate the site by removal of petroleum contaminated surface soils and removal of free product floating on groundwater. A Notice of Intent to Remediate was reported to have been published in the Philadelphia Inquirer on June 9, 1997.

AIR POLLUTION

   07-302-031: The Department intends to issue an Air Quality Operating Permit to Appleton Papers, Inc. (100 Paper Mill Road, Roaring Spring, PA 16673) for Boiler No. 4 equipped with low NOx burners and flue gas recirculation at the Spring Mill in Roaring Spring Borough, Blair County. The source is subject to 40 CFR 60, Subpart Db, Standards of Performance for New Stationary Sources.

   07-308-003C: The Department intends to issue an Air Quality Operating Permit to Fry Metals, Inc. (4100 Sixth Avenue, Altoona, PA 16602) for a refining and dross treatment operation controlled by a post-combustion settling chamber in series with a MAC Environmental fabric filter in the City of Altoona, Blair County.

   38-309-026E: The Department intends to issue an Air Quality Operating Permit to North American Refractories Company (251 East Memorial Avenue, Womelsdorf, PA 19567) for a Barmac crusher, bucket elevators, conveyors and two Sweco screens located in Millcreek Township, Lebanon County.

   21-2003A: The Department intends to issue an Air Quality Operating Permit to Carlisle Tire & Wheel Company (P. O. Box 99, Carlisle, PA 17013) for the No. 2 tire tread extrusion line in Carlisle, Cumberland County.

   14-309-030E. The Department intends to issue an operating permit to BMI-France (P. O. Box 276, Snow Shoe, PA 16874-0276) for the operation of a bauxite and clay crusher, screen, conveyer and bucket elevator in Snow Shoe Township, Centre County. This equipment is subject to Subpart OOO of the Federal Standards of Performance for New Stationary Sources when used to crush clay.

   04-000-446: The Department intends to issue an Air Quality Operating Permit to Beaver Valley Partners, Inc. (394 Frankfort Road, Monaca, PA 15061) for three cogeneration units at its Beaver Valley Cogeneration facility located in Potter Township, Beaver County.

   PA-65-788A: The Department intends to issue an Air Quality Operating Permit to Sony Electronics, Inc. (1001 Technology Drive, Mt. Pleasant, PA 15666) for two wet scrubber systems for the Aperture Grille Manufacturing Line at its Pittsburgh Manufacturing Center located in Mt. Pleasant Township, Westmoreland County.

   63-310-005: The Department intends to re-issue an Air Quality Operating Permit to Southwest Aggregates Corporation (Route 980, Box 272, Robinson Highway, McDonald, PA 15057) for a railroad ballast processing operation in Smith Township, Washington County.

   OP-11-00150: The Department received an Air Quality Operating Permit application from New Enterprise Stone & Lime Company, Inc. (P. O. Box 77, New Enterprise, PA 16664) for a cement concrete batching operation at its Ebensburg Batch Plant located in Ebensburg Borough, Cambria County.

   OP-56-00026: The Department received an Air Quality Operating Permit application from New Enterprise Stone & Lime Company, Inc. (P. O. Box 77, New Enterprise, PA 16664) for a cement and asphalt batching operation at its Somerset Facility located in Somerset Township, Somerset County.

   OP-56-00025: The Department received an Air Quality Operating Permit application from New Enterprise Stone & Lime Company, Inc. (P. O. Box 77, New Enterprise, PA 16664) for a crushed stone processing operation at its Bakersville Quarry located in Jefferson Township, Somerset County.

   OP-65-00377: The Department received an Air Quality Operating Permit application from Ashland, Inc. (P. O. Box 391, Ashland, KY 41114) for a petroleum distribution operation at its Greensburg Terminal located in Greensburg, Westmoreland County.

   OP-04-00032: The Department received an Air Quality Operating Permit application from LTV Steel Corporation (P. O. Box 490, Franklin Avenue, Aliquippa, PA 15001) for a plating of steel with tin operation at its Aliquippa Tin Mill located in Aliquippa Borough, Beaver County.

   OP-56-00027: The Department received an Air Quality Operating Permit application from Mayfair Creamery (1019 North Center Avenue, Somerset, PA 15501) for a dairy products production operation at its Somerset Facility located in Somerset Borough, Somerset County.

   OP-65-00644: The Department received an Air Quality Operating Permit application from Lenox Crystal, (Route 31 East, Mt. Pleasant, PA 15666) for a pressed and blown glass manufacturing operation at its Mount Pleasant Facility located in Mt. Pleasant Township, Westmoreland County.

   OP-63-00400: The Department received an Air Quality Operating Permit application from Hansen Engineering, (167 Laidley's Run Road, West Alexander, PA 15376) for a packaging and metal treatment operation at their facility in West Finley Township, Washington County.

   OP-04-00435: The Department received an Air Quality Operating Permit application from Hickman, Williams & Company (P. O. Box 101, Monaca, PA 15061) for a screening of coke products operation at their Pittsburgh Processing Division facility in Potter Township, Beaver County.

   OP-30-00116: The Department received an Air Quality Operating Permit application from Columbia Gas Transmission Company (1700 MacCorkle Avenue SE, Charleston, WV 25325) for a gas compressor station at the Waynesburg Compressor Station in Waynesburg Borough, Greene County.


Notice of Intent to Issue

Title V Operating Permit No. 12-00001

   Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the Columbia Gas Transmission Corporation for the Emporium compressor station. The Emporium compressor station is located in Shippen Township, Cameron County. The Columbia Gas Transmission Corporation representative to contact regarding this application is P. M. Hoffman, Environmental Engineer, P. O. Box 1273, Charleston, WV 25325.

   The Emporium compressor station is primarily used for the distribution of natural gas. As a result of the nitrogen oxides emitted, the Emporium station is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments. The facility is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code, Chapter 127, Subchapter G.

   Copies of the application, the Department's analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the Department of Environmental Protection, 208 West Third Street, Suite 101, Williamsport, PA 17701.

   Persons wishing to provide the Department with additional information which they believe should be considered prior to the issuance of this permit may submit the information to the Department at the address shown in the preceding paragraph. A 30-day comment period from the date of this publication will exist for the submission of comments. Each written comment must contain the following:

   Name, address and telephone number of the person submitting the comments.

   Identification of the proposed permit (specify Permit No. 12-00001).

   Concise statements regarding the relevancy of the information or objections to issuance of the permit.

   A public hearing may be held, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification is sufficient. Title V Operating Permit No. 49-00003

   Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to Consolidated Natural Gas Transmission Corporation's State Line Facility. The State Line Facility is located in Genesee Township, Potter County. The State Line representative to contact regarding this application is Sam S.    The CNG State Line Facility stores and transmits natural gas. As a result of the oxides of nitrogen and volatile organic compound air contaminants emitted from the station, the State Line Facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments. The facility is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code, Chapter 127, Subchapter G.

   Under 25 Pa. Code § 127.521, notice is given that the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to the Laurelton Center State Hospital. Laurelton Center is located in Hartley Township, Union County. The Laurelton Center representative to contact regarding this application is Glenn R. Miller, Facility Maintenance Manager, P. O.    Laurelton Center operates three anthracite coal-fired boilers to produce steam for heating the facility. As a result of the sulfur oxides emitted, Laurelton Center is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments. The facility is therefore subject to the Title V permitting requirements adopted in 25 Pa. Code, Chapter 127, Subchapter G.

Title V Operating Permit

Permit No. TV-01-05003

   The Department of Environmental Protection has made a preliminary determination to issue a Title V Operating Permit to Columbia Gas Transmission Corporation for the Gettysburg Compressor Station located in Straban Township, Adams County. The Title V Operating Permit is required under 25 Pa. Code, Chapter 127, Subchapter G for major stationary sources.

   The proposed Title V Operating Permit does not adopt any new regulations and does not reflect any change in air emissions from the facility. It incorporates all of the applicable air quality requirements for each source at the existing plant into a single permit as required under Title V of the Federal Clean Air Act Amendments of 1990. Upon final approval, the permit will be issued for a period of 5 years.

State Only Operating Permit No. OP-63-00646

   Under 25 Pa. Code § 127.424, notice is here provided that the Department intends to issue a facility-wide State Only Permit to Ritchey Metals Company, Inc. (34 Santa Fe Drive, Bethel Park, PA 15102) for the Hendersonville Plant operating in Cecil Township, Washington County.

   Permit conditions cover all equipment located at the facility. Maximum allowable annual emissions (after control) are established at less than 20 tons of NOx.

   Under 25 Pa. Code § 127.521, the Department of Environmental Protection (Department) intends to issue a Title V Operating Permit to Ridg-U-Rak, Inc.'s Main Plant (Ridg-U-Rak). Ridg-U-Rak's Main Plant is located in North East Borough, Erie County. Ridg-U-Rak's representative to contact concerning these applications is Julie R.    Ridg-U-Rak's air emission sources include various surface coating lines, curing and drying ovens, and other miscellaneous natural gas fired units. The facility is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments due to the facility's potential to emit of Volatile Organic Compounds. The facility is therefore subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G.
