DEPARTMENT OF TRANSPORTATION

Finding
Chester County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to improve the intersection of Pottstown Pike and Daisy Point/Pughtown Road in South Coventry Township, Chester County. The improvements include minor widening to improve turning radii, profile changes to increase sight distance and realigning the northern and southern approaches to the intersection. The project will require the acquisition of 0.12 hectares (0.29 acres) from seven (7) parcels within the Village of Pughtown Historic District.

   The effect of the project on the Village of Pughtown Historic District will be mitigated by the following measures to minimize harm to the resource.

   1.  Landscaping and/or preservation of existing vegetation will be utilized to soften any of the visual impacts to the Village of Pughtown Historic District.

   2.  Construction staging areas will be sensitive to historic resources. Heavy equipment and staging will be restricted from the individual historic properties within the district boundaries with the exception of those areas where minor amounts of right of way are required. Protective fencing will be utilized to delineate areas that the contractor must avoid.

   3.  Upon completion of construction activities, any disturbed areas will be restored to their original contour and vegetative cover.

   4.  Mitigation for the Henry Diffendarfer House will include the construction of a two-stepped three foot wall in front of the house.

   I have considered the environmental, economic, social and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effects.

   No adverse environmental effect is likely to result from the improvement of this intersection.
