Individual Permits for Sewage Sludge Land Application Under Chapter 275

   On January 25, 1997, new regulations relating to the land application of sewage sludge and the beneficial use of municipal waste were published in the Pennsylvania Bulletin as final.

   The new regulations allow the Department to issue general permits immediately for the beneficial use of municipal waste other than sewage sludge. The new sewage sludge general permit authority will be effective on May 27, 1997. This allows the Department time to finalize the sewage sludge land application general permits, which are now available in draft for comment.

   The Department may continue to issue individual permits for sewage sludge land application under Chapter 275 regulations, under May 27, 1997. After May 27, 1997, the Department will be able to issue individual permits under Chapter 271, Subchapter J of the recently revised regulations published at 27 Pa.B. 521 (January 25, 1997). Please contact the appropriate Regional Office to determine the best way to proceed with an application during the transition period to provide sufficient time for technical review and public comment.
