Petition of RCN Telecom Services of Pennsylvania, Inc. (RCN) for Designation as an Eligible Telecommunications Carrier for the Purpose of Receiving Universal Service Support; Doc. No. P-00981578
[29 Pa.B. 83]
On October 22, 1998, RCN Telecom Services of Pennsylvania, Inc. (RCN) submitted a petition with the Pennsylvania Public Utility Commission (Commission) seeking designation as an Eligible Telecommunications Carrier (ETC) under section 214(e) of the Federal Telecommunications Act of 1996 (TA-96) and Sections 54.201---54.207 of the Rules of the Federal Communications Commission. RCN seeks ETC designation in order to receive Federal interstate funding for universal service purposes.
The Commission has made several ETC designations in order to assure the receipt of Universal Service Fund (USF) support for other local exchange carriers (LECs). After a careful review of the Petition in light of the competition envisioned by TA-96 and Chapter 30 of the Pennsylvania Public Utility Code, the Commission believes that the solicitation of public comment is appropriate. Consequently, the Commission is providing this public notice with a deadline for comments and reply comments. The deadline for comments shall be 7 days following publication in the Pennsylvania Bulletin. The deadline for reply comments shall be 14 days following publication in the Pennsylvania Bulletin.
Persons or entities submitting any comments must file an original and 15 copies of any comment or reply comment with the Office of the Secretary, Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265. Any comment or reply comment must reference Docket No. P-00981578.
The contact person at the Commission is Stephen E. Gorka, Assistant Counsel, Law Bureau, (717) 772-8840. A copy of the Petition is available from Lisa Higley of the Office of the Secretary, (717) 787-1013.
