APPLICATIONS RECEIVED UNDER THE PENNSYLVANIA CLEAN STREAMS LAW AND THE FEDERAL CLEAN WATER ACT

[National Pollution Discharge Elimination System Program (NPDES)]

DISCHARGE OF CONTROLLED INDUSTRIAL WASTE AND SEWERAGE WASTEWATER

(Part I Permits)

   The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection (Department) proposes to issue a permit to discharge, subject to certain effluent limitations and special conditions. These proposed determinations are tentative.

   Where indicated, the EPA, Region III, Regional Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.6E.

   Persons wishing to comment on the proposed permit are invited to submit a statement to the office noted above the application within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Department of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the responsible office considers the public response significant.

   Following the 30-day comment period, the Water Management Program Manager will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.

   The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the office indicated above the application.

Applications for National Pollutant Discharge Elimination System (NPDES) permit to discharge to State waters.

   PA 0043818.  Industrial waste, G.R.O.W.S. Landfill, A Division of Waste Management Disposal Services of Pennsylvania, Inc., 1121 Bordentown Road, Morrisville, PA 19067.

   This application is for renewal of an NPDES permit to discharge treated landfill leachate wastewater and stormwater from G.R.O.W.S. Landfill IWWTP in Falls Township, Bucks County. This is an existing discharge to Delaware River (Zone 2).

   The receiving stream is classified for the following uses:  warm water fishery, aquatic life, water supply and recreation.

   The proposed effluent limits for Outfall 001, based on an average flow of 0.1 mgd are as follows:

   The Department of Environmental Protection (Department) has developed a proposed Total Maximum Daily Load (TMDL) for low flow conditions and will be submitting the TMDL to the United States EPA for review and approval under 40 CFR 130.7(d) of the Federal regulations. The TMDL is for BOD, TSS, dioxin, chloroform, color and temperature for Codorus Creek. The draft permit described as follows for a discharge to the stream segment is based on the proposed TMDL. The data used in the development of the TMDL and the permit are documented in the Department's fact sheet for the permit.

   The Department is requesting public comments and will consider all comments received within 30 days of the publication of this notice. The EPA also will use the comments in making its approval or denial determination on the Department's request for the TMDL.

   PA 0008869.  Industrial waste, SIC:  2621, P. H. Glatfelter Company, 228 South Main Street, Spring Grove, PA 17362-0500.

   This application is for renewal of an NPDES permit for an existing discharge of treated industrial waste to Codorus Creek in Spring Grove Borough, York County.

   The receiving stream is classified for warm water fishes, recreation and water supply. The discharge is not expected to impact any potable water supply.

   A.  Outfall 001 receives wastewater from production of pulp and paper by bleach kraft process and from secondary treated municipal wastewater.

   In addition to the above effluent limitations, the permit requires the following:

   1.  Maintain winter, summer and annual stream flows of 15.8, 21.3 and 16.4 cfs at the USGS Gaging Station.

   2.  Chronic whole effluent toxicity testing of Outfall 001.

   3.  Control of any chemical additives to prevent environmental impacts.

   4.  Completion of a new 316(a) Study (fish and macroinvertebrates) to demonstrate the impact of the existing heat discharges on the Codorus Creek and recommend reductions if necessary.

   5.  Meeting color standards in accordance with the schedule in the consent order and agreement.

   6.  A solids, odor and sediment bioassay study to assess impact of the discharge on the Codorus Creek.

   7.  Sampling of parameters found by the EPA during development of the ''Cluster Rule'' at a predefined detection limit.

   8.  Implementation of best management practices to comply with the ''Cluster Rule.''

   9.  Elimination of elemental chlorine bleaching by conversion of both bleach plants to chlorine dioxide substitution or other processes.

   PA 0035157.  Industrial waste, SIC:  2015, Farmer's Pride, Inc., West Main Street, P. O. Box 39, Fredericksburg, PA 17026.

   This application is for issuance of an NPDES permit for expansion of an existing discharge of treated industrial waste to Deep Run, in Bethel Township, Lebanon County.

   The receiving stream is classified for warm water fishery, recreation, water supply and aquatic life. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply intake considered during the evaluation was Pennsylvania American Water Company located in South Hanover Township, Dauphin County. The discharge is not expected to impact any potable water supply.

   The proposed effluent limits for Outfall 001 for the expanded design flow of 0.9 mgd are:

   This application is for renewal of an NPDES permit for an existing discharge of treated industrial waste to the Susquehanna River, in East Donegal Township, Lancaster County.

   The receiving stream is classified for warm water fishery, recreation, water supply and aquatic life. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply intake considered during the evaluation was the Columbia Borough Water Authority located in Columbia Borough, Lancaster County. The discharge is not expected to impact any potable water supply.

   This application is for amendment of an NPDES permit for an existing discharge of treated industrial waste to Bernhart Creek, in Muhlenberg Township, Berks County.

   The receiving stream is classified for warm water fishes, recreation, water supply and aquatic life. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing downstream potable water supply intake considered during the evaluation was Pottstown Borough located on the Schuylkill River. The discharge is not expected to impact any potable water supply.

   The proposed effluent limits for Outfall 101 for a design flow of 0.855 mgd are:

   The following effluent limitations are proposed for discharge to the receiving waters, known as Tributary of Moon Run, which are classified as a warm water fishery with existing and/or potential uses for aquatic life, water supply and recreation. The first downstream potable water supply intake from this facility is the Sewickley Water Authority.

Public Notice

Granville Township Municipal Authority

   Granville Township Municipal Authority has applied to renew its current NPDES Permit, PA 0084778, to allow the continued discharge of controlled wastewaters into the waters of this Commonwealth. The Department of Environmental Protection (Department) has made a tentative determination to renew the permit, subject to the current permit effluent limitations, and monitoring and reporting requirements, with appropriate and necessary updated requirements to reflect new or changed regulations and other requirements. The updates may include, but will not be limited to, applicable permit conditions and/or requirements addressing combined sewer overflows (CSOs), municipal sewage sludge management and total residual chlorine control (TRC). Any major changes to or deviations from the terms of the existing permit will be documented and published with the final Department actions.
