Pennsylvania Beat the House Instant Lottery Game

   Under the State Lottery Law (72 P. S. §§ 3761-101--3761-314), and 61 Pa. Code § 819.203 (relating to notice of instant game rules), the Secretary of Revenue hereby provides public notice of the rules for the following instant lottery game:

   1.  Name: The name of the game is Pennsylvania Beat the House.

   2.  Price: The price of a Pennsylvania Beat the House instant lottery game ticket is $2.00.

   3.  Play Symbols: Each Pennsylvania Beat the House instant lottery game ticket will contain 10 play areas known as ''Hand 1,'' ''Hand 2,'' ''Hand 3,'' ''Hand 4,'' ''Hand 5,'' ''Hand 6,'' ''Hand 7,'' ''Hand 8,'' ''Hand 9'' and ''Hand 10.'' Each ''Hand'' is played separately. Each ''Hand'' will feature a ''Your Card'' area and a ''House Card'' area. The play symbols and their captions located in the ''Your Card'' area are: 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), J (JCK), Q (QUN), K (KNG), A (ACE) and Joker Symbol (WIN). Aces are high. The play symbols and their captions located in the ''House Card'' area are: 2 (TWO), 3 (THR), 4 (FOR), 5 (FIV), 6 (SIX), 7 (SVN), 8 (EGT), 9 (NIN), 10 (TEN), J (JCK), Q (QUN) and K (KNG).

   4.  Prize Play Symbols: The prize play symbols and their captions located in the ''Prize'' area are: $2.00 (TWO DOL), $3.00 (THR DOL), $4.00 (FOR DOL), $5.00 (FIV DOL), $10.00 (TEN DOL), $20$ (TWENTY), $40$ (FORTY), $100 (ONE HUN), $200 (TWO HUN), $1,000 (ONE THO) and $20,000 (TWY THO).

   5.  Prizes: The prizes that can be won in this game are $2, $3, $4, $5, $10, $20, $40, $100, $200, $1,000 and $20,000. The player can win up to 10 times on a ticket.

   6.  Approximate Number of Tickets Printed For the Game: Approximately 4,800,000 tickets will be printed for the Pennsylvania Beat the House instant lottery game.

   7.  Determination of Prize Winners:

   (a)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $20,000 (TWY THO) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $20,000.

   (b)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $20,000 (TWY THO) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $20,000.

   (c)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $1,000 (ONE THO) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $1,000.

   (d)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $1,000 (ONE THO) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $1,000.

   (e)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $200 (TWO HUN) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $200.

   (f)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $200 (TWO HUN) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $200.

   (g)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $100 (ONE HUN) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $100.

   (h)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $100 (ONE HUN) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $100.

   (i)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $40$ (FORTY) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $40.

   (j)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $40$ (FORTY) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $40.

   (k)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $20$ (TWENTY) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $20.

   (l) Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $20$ (TWENTY) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $20.

   (m)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $10.00 (TEN DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $10.

   (n)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $10.00 (TEN DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $10.

   (o)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $5.00 (FIV DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $5.

   (p)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $5.00 (FIV DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $5.

   (q)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $4.00 (FOR DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $4.

   (r)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $4.00 (FOR DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $4.

   (s)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $3.00 (THR DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $3.

   (t)  Holders of tickets where ''Your Card'' beats the ''House Card'' in the same ''Hand,'' and a prize play symbol of $2.00 (TWO DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $2.

   (u)  Holders of tickets with a Joker Symbol (WIN) play symbol in the ''Your Card'' area, and a prize play symbol of $2.00 (TWO DOL) appears in the ''Prize'' area for that ''Hand,'' on a single ticket, shall be entitled to a prize of $2.


   8.  Number and Description of Prizes and Approximate Odds: The following table sets forth the approximate number of winners, amounts of prizes, and approximate odds of winning:

   9.  Retailer Incentive Awards: The Lottery may conduct a separate Retailer Incentive Game for retailers who sell Pennsylvania Beat the House instant lottery game tickets. The conduct of the game will be governed by 61 Pa. Code § 819.222 (relating to retailer bonuses and incentives).

   10.  Unclaimed Prize Money: For a period of 1 year from the announced close of Pennsylvania Beat the House, prize money from winning Pennsylvania Beat the House instant lottery game tickets will be retained by the Secretary for payment to the persons entitled thereto. If no claim is made within 1 year of the announced close of the Pennsylvania Beat the House instant lottery game, the right of a ticket holder to claim the prize represented by the ticket, if any, will expire and the prize money will be paid into the State Lottery Fund and used for purposes provided for by statute.

   11.  Governing Law: In purchasing a ticket, the customer agrees to comply with and abide by the State Lottery Law (72 P. S. §§ 3761-101--3761-314), the regulations contained in 61 Pa. Code Part V (relating to State Lotteries) and the provisions contained in this notice.

   12.  Termination of the Game: The Secretary may announce a termination date, after which no further tickets from this game may be sold. The announcement will be disseminated through media used to advertise or promote Pennsylvania Beat the House or through normal communications methods.
