TURNPIKE COMMISSION

Notice to Bidders; Request for Prequalification

   Sealed responses to the Request for Prequalification (RFP) for the addition and renovations of the Central Administration Building will be received by W. Keith Libengood, Mechanical Engineer for the Pennsylvania Turnpike Commission, at the Administration Building, Harrisburg-East Interchange near Highspire, PA (mailing address: P. O. Box 67676, Harrisburg, PA 17106-7676 or overnight delivery to: Route 283 and Eisenhower Boulevard, Highspire, PA 17034) until 2 p.m. on March 17, 1999. The responses to the RFP will be reviewed by the owner, architect and construction manager and a list of prequalified bidders will be released on or about April 15, 1999. The intent is to release complete bid documents in May, 1999 and receive bids in June, 1999.

Project Description

   The project includes construction of a 3-story with basement addition to the existing Central Administration Building of approximately 50,000 square feet and renovation of approximately 112,000 square feet of the existing 3-story with basement building.

   The new addition includes construction of a 3-story atrium. Both the addition and the renovation include raised access floor; a variable air volume (VAV) heating, ventilating and air conditioning system with modular personal control stations and an extensive voice and data distribution system.

   The construction will be completed in phases as follows:

   Phase I--Construct New Addition, Approximately 50,000 square feet, Completion Time: 15 Months

   Phase II--Renovation of Existing Building, Approximately 112,000 square feet, Completion Time: 9-17 Months

   The length of the Phase II construction will depend on the number of subphases required to complete the renovation work. The areas of renovation will be vacated by the occupants during construction, but portions of the existing building will remain occupied during the project. Actual phasing will be defined in the bid documents.

   Responses to the RFP are being solicited for the following contracts:

Contract 98-051-RW91C   Hazardous Materials Abatement

   Includes removal of asbestos-containing materials within the existing building.

   This Scope of Work includes removal of pipe insulation; ceilings and floor tile and will be completed in phases prior to work within the renovation subphases. The approximate size of the contract is $100,000 to $500,000.

Contract 98-051-RW92C   General Trades

   Includes demolition; earthwork; site improvements; landscaping; structural concrete; miscellaneous metal; carpentry and millwork; spray fireproofing; caulking; doors, frames and hardware; aluminum and glass; curtainwall; drywall and acoustical treatment; ceramic and stone flooring; resilient flooring and carpeting; painting; specialties; raised access floor; equipment and furnishings.

   This Scope of Work will be completed in phases and subphases as defined above. The approximate size of the contract is $10,000,000 to $13,000,000.

Contract 98-051-RW93C   Masonry

   Includes masonry foundation walls; Ivany block basement walls; masonry elevator shaft and limestone veneer with CMU backup exterior walls.

   The majority of the work within this contract will be completed during Phase I. The approximate size of the contract is $500,000 to $1,000,000.

Contract 98-051-RW94C   Structural Steel

   Includes furnishing and erecting structural steel columns and beams, steel joists and metal deck.

   The majority of the work will be completed in Phase I with the exception of several small areas to be infilled or strengthened within the existing building. The approximate size of the contract is $700,000 to $1,000,000.

Contract 98-051-RW95C   Roofing and Waterproofing

   Includes metal standing seam roofing; built-up roofing; membrane waterproofing of foundation walls; and membrane waterproofing of plaza.

   The majority of the work will be completed in Phase I with the exception of the waterproofing of the plaza. The approximate size of the contract is $300,000 to $500,000.

Contract 98-051-RW96C   Kitchen Equipment

   Includes providing a full service kitchen with walk-in coolers and freezers and serving area.

   The work will be completed within a 6-month window within the first 18 months of the project schedule. The approximate size of the contract is $250,000 to $500,000.

Contract 98-051-RW97C   HVAC

   Includes a complete variable air volume (VAV) HVAC system with new boilers; chillers; cooling tower; air handling units; air distribution and exhaust systems; and Building Automation Systems (BAS) utilizing a DDC Automatic Temperature Control System. The ''open office'' areas of the project, approximately 60,000 square feet, will be supplied by pressurizing the plenum under the raised access floor. The distribution to individual workstations within this area will be provided by the utilization of personal environment systems.

   This Scope of Work will require extensive phasing and coordination to maintain adequate conditioned air during the new construction and renovation work. The approximate size of the contract is $3,000,000 to $5,000,000.

Contract 98-051-RW98C   Plumbing

   Includes complete domestic plumbing system with new domestic hot water system; sanitary sewer system; natural gas system and toilet rooms.

   The work will occur in both Phases I and II. The approximate size of the contract is $300,000 to $500,000.

Contract 98-051-RW99C   Fire Protection

   Includes complete wet sprinkler automatic fire protection system; standpipe system and clean agent fire extinguishing system for selected areas.

   The work will occur in both Phases I and II. The approximate size of the contract is $300,000 to $500,000.

Contract 98-051-RX01C   Electrical

   Includes complete electrical system with a new 12,740V, 480/277V, 3-phase underground service; switchgear; electrical distribution system above ceiling and below raised access floor; direct and indirect lighting; emergency lighting and emergency power system; site lighting; fire alarm system; telephone and data communication systems and security system.

   The work will occur in both Phases I and II. The approximate size of the contract is $2,000,000 to $4,000,000.

Contract 98-051-RX02C   Elevator

   Includes two new hydraulic, 4-stop elevators.

   All work will be completed within Phase I. The approximate size of the contract is $100,000 to $300,000.
