   E45-381.  Encroachment. Jackson Township, P. O. Box 213, Reeders, PA 18352. To construct and maintain two 6-inch diameter PVC water intake structures in Lake Akiba to be used as dry hydrants for fire protection. The project is located along the eastern and southern shores of Lake Akiba (Saylorsburg, PA Quadrangle N: 20.5 inches; W: 16.8 inches) in Jackson Township, Monroe County.

   E08-351.  Encroachment. Donna Strope Esposito, R. R. 3, Box 83A, Towanda, PA 18848. To construct, operate and maintain a single span bridge across an unnamed tributary to Sugar Creek for private single dwelling access. The bridge construction shall consist of constructing a single span bridge that shall have a minimum span of 40-feet, minimum underclearance of 4-feet, and minimum width of 12-feet. The project is located along the southern right-of-way to SR 0006 approximately 0.76 mile south of SR 0006 and Lynch Road intersection (Ulster, PA Quadrangle N: 5.0 inches; W: 4.1 inches) in Burlington Township, Bradford County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E17-340.  Encroachment. Pennsylvania Electric Company d/b/a GPU Energy, 2800 Pottsville Pike, P. O. Box 16001, Reading, PA 19640-0001. To install a fiber optic cable on an existing electrical transmission line across Moshannon Creek located 0.26 mile east of Troy (Philipsburg, PA Quadrangle N: 7.3 inches; W: 12.0 inches) in Rush Township, Centre County and Morris Township, Clearfield County. This permit was issued under section 105.13(e) ''Small Projects.''

   17-341.  Encroachment. Pennsylvania Electric Company d/b/a GPU Energy, 2800 Pottsville Pike, P. O. Box 16001, Reading, PA 19640-001. To install a fiber optic cable on an existing electrical transmission line across the West Branch Susquehanna River located 0.4 mile west of the intersection of Route 879 and Route 970 (LeContes Mills, PA Quadrangle N: 12.1 inches; W: 16.4 inches) in Goshen Township, Clearfield County. This permit was issued under section 105.13(e) ''Small Projects.''

   E18-292.  Encroachment. Lamar Township Supervisors, R. R. 1, Box 135A-1, Mill Hall, PA 17751. To remove the existing bridge deck and to construct and maintain a new superstructure consisting of steel I-beams with a nail-laminated timber deck and bituminous paving on new reinforced concrete bearing seats with a clear span of 8170 mm on a skew of 75° left ahead and a curb-to-curb width of 4100 mm and an underclearance of 1630 mm over Long Run (Mill Hall, PA Quadrangle N: 1.35 inches; W: 10.15 inches) in Lamar Township, Clinton County. This permit was issued under section 105.13(e) ''Small Projects.'' This permit also includes 401 Water Quality Certification.

   E02-1288.  Encroachment. South Park School District, 2178 Ridge Road, Library, PA 15128-8806. To place and maintain fill in approximately 0.11 acre of wetlands (PEM) adjacent to Catfish Run (TSF) for the purpose of constructing a new elementary school located approximately 1,300 feet northeast from the intersection of Brownsville Road and Wallace Road (Glassport, PA Quadrangle N: 9.5 inches; W: 16.0 inches) in South Park Township, Allegheny County. The permittee has met their wetland replacement obligation by contributing to the Wetland Replacement Fund.

SPECIAL NOTICES

Certified Emission Reduction Credits in Pennsylvania's ERC Registry

   Emission reduction credits (ERCs) are surplus, permanent, quantified and Federally enforceable emission reductions used to offset emission increases of oxides of nitrogen (NOx), volatile organic compounds (VOCs) and the following criteria pollutants: carbon monoxide (CO), lead (Pb), oxides of sulfur (SOx), particulate matter (PM), PM-10 and PM-10 precursors.

   The Department of Environmental Protection (DEP) maintains an ERC registry in accordance with the requirements of 25 Pa. Code § 127.209. The ERC registry system provides for the tracking of the creation, transfer and use of ERCs. Prior to registration of the credits, ERC Registry Applications are reviewed and approved by the Department to confirm that the ERCs meet the requirements of 25 Pa. Code §§ 127.206--127.208. Registration of the credits in the ERC registry system constitutes certification that the ERCs satisfy applicable requirements and that the credits are available for use. The following registered, and certified ERCs in the ERC Registry are currently available for use as follows:

   (1)  To satisfy new source review (NSR) emission offset ratio requirements;

   (2)  To ''net-out'' of NSR at ERC-generating facilities;

   (3)  To sell or trade the ERCs for use as emission offsets at new or modified facilities.

   The certified ERCs shown below, expressed in tons per year (tpy), satisfy the applicable ERC requirements contained in 25 Pa. Code §§ 127.206--127.208. ERCs created from the curtailment or shutdown of a source or facility expire for use as offsets 10 years after the emission reduction occurs. ERCs generated by overcontrol of emissions by an existing facility does not expire for use as offsets. However, credits in the registry which are not used in a plan approval will be discounted if new air quality requirements are adopted by the Department or United States Environmental Protection Agency (EPA).
