Highmark Inc. Requesting Approval to Increase Base Rates for Community Group Medical/Surgical; Filing No. 1-CGMS-99-HI

   By filing No. 1-CGMS-99-HI, Highmark Inc., d/b/a Highmark Blue Cross Blue Shield and Pennsylvania Blue Shield, requests approval to increase its base rates for its Community Group Rated Medical/Surgical business. Rates vary by agent plan region and surgical allowance schedule to reflect differences in claim costs and expenses. The filing requests an overall average increase of about 26.7% of developed premium. Increases will also vary by agent plan region and surgical allowance schedule. This will affect about 73,100 contractholders and produce additional base premium income of about $20.5 million. The requested effective date of the change is April 1, 2000. The detail of the requested increase by region and fee schedule versus UCR is shown in the following table.

   Copies of the filing are available for public inspection, by appointment, during normal working hours at the Insurance Department's office in Harrisburg, Philadelphia, Pittsburgh and Erie.

   Interested parties are invited to submit written comments, suggestions or objections to Bharat Patel, Actuary, Insurance Department, Bureau of Accident and Health, 1311 Strawberry Square, Harrisburg, PA within 30 days after publication of this notice in the Pennsylvania Bulletin.
