Retention of an Aerial Photography, Surveying and Mapping Firm

   The Department of Conservation and Natural Resources (Department) will retain an aerial photography, surveying and mapping firm for a contract for various engineering projects located throughout this Commonwealth. The services will encompass all aerial photographic and related work for topographic and cross-sectional mapping of construction sites at various State Parks to supply the design and engineering staff of the Bureau of Facility Design and Construction the data needed to construct or repair various buildings, roadways, bridges and other structures. The contract will be for a 1 year period.

General Requirements and Information

   Letters of interest for this project will only be accepted from individuals, firms, or corporations duly authorized to engage in the practice of aerial photography, surveying and mapping.

   The firm shall have the capability of providing all services related to photogrammetric projects. This shall include, but not be limited to, aerial photography flights, equipment and material, precise stereogramteric capabilities, field survey capabilities, and mapping checks and compilation. The selected firm will be responsible for providing their own equipment and materials necessary to complete the projects.

   Project sites are located in eastern and western Pennsylvania. Mapping of the project sites shall consist of areas that vary in size from less than 50 acres to over 200 acres of land.

   Firms interested in performing the required services for the project are invited to submit Letters of Interest to Eugene J. Comoss, P.E., Director, Bureau of Facility Design and Construction, Rachel Carson State Office Building, 8th floor, 400 Market Street, P. O. Box 8451, Harrisburg, PA 17105-8451.    Each Letter of Interest must include the firm's Federal identification number and the project reference number. The Letter of Interest shall also include a description of the firm's recently completed projects similar to the project proposed. The description shall include the client, contact person, and phone number, the estimated or actual cost of the portion of the work in which the firm participated, the project manager, and the names of all personnel who made major contributions to the project. The Letter of Interest shall indicate the firm's capability of working on multiple small projects at the same time and understanding of the Department's needs. A standard new 1999 DGS Form 150-ASP must accompany the Letter of Interest and shall indicate the individual in charge. The firm shall also include Turn Around Time information. Turn Around Time Data shall be a listing of the number of calendar days it will take to submit to the Department, Contact Prints of aerial photography for projects that are 1 acre to 20 acres, 21 acres to 50 acres, 51 acres to 100 acres, 101 acres to 150 acres, 151 acres to 200 acres, and over 200 acres. Also submit turn around times for submitting blueline manuscript mapping for 1 to 3 projects authorized at one time, 4 to 7 projects at one time, and 8 to 10 project at one time for projects of each size. Additional information pertinent to the firm's qualifications to do the work of this contract may be included. Direct costs other than payroll, such as travel and subsistence, shall be based on the current State rates. The Department shall reimburse miscellaneous expenses such as copies, prints, sepias, postage and film at cost upon approval.

   The following factors will be evaluated during the technical review of the firm's Letter of Interest:

      Qualifications of firm
      Professional personnel in firm
      Soundness of approach as demonstrated in Letter of          Interest
      Available manpower to perform the services required
      SERB participation (Evaluated by DGS)
      Equitable distribution of the contracts
      Turn around time data

   Each proposer shall relate their proposal to the above criteria.

   Six copies of the Letter of Interest: six copies of the required forms and one copy of the SERB information must be received no later than noon on October 6, 2000. The six copies shall be submitted in six complete sets that shall be spiral bound or in folders or secured by binder clips. The assignment and services will be made to one of the firms responding to this notice. However, the Department reserves the right to reject all Letters of Interest submitted, cancel the solicitation requested under this notice and/or readvertise solicitation for this service.

   The Department will not offer a debriefing session to the unsuccessful firms. The Department disclaims any liability whatsoever to its review of the proposal submitted and in formulating a recommendation for selections. Recommendations made by the Department shall be final.

Socially/Economically Restricted Business (SERB) Information.

   The Commonwealth of Pennsylvania strongly encourages the submission of proposals by Socially/Economically Restricted Business (SERB).

   Proposers not considered to be socially/economically restricted businesses seeking to identify such businesses for joint venture and subcontracting opportunities are encouraged to contact: Department of General Services, Bureau of Contract Administration And Business Development, 502 North Office Building, Harrisburg, PA 17125, (717) 787-7380.

   To achieve the objective of enhancing SERB participation, the Commonwealth has established SERB utilization as selection criteria in the evaluation process.

   The Bureau of Contract Administration and Business Development (BCABD), Department of General Services, will evaluate the SERB criteria. SERBs are encouraged to participate as prime proposers. SERBs qualifying as an MBE/WBE must provide their BCABD certification number. SERBs qualifying as a result of being located in a designated enterprise zone must provide proof of this status. Proposers not considered being SERBs must describe, in narrative form, their company's approach to enhance SERB utilization on a professional level in the implementation of this proposal. The following options will be considered as part of the final criteria for selection:

Priority Rank 1.Proposals submitted by SERBs.
Priority Rank 2.Proposals submitted from a joint venture with a Commonwealth approved SERB as a joint venture partner.
Priority Rank 3.Proposals submitted with subcontracting commitments to SERBs.

   Each proposal will be rated for its approach to enhancing the utilization of SERB. The optional approach used will be evaluated with option number 1 receiving the greatest value and the succeeding options receiving a value in accordance with the above-listed priority ranking. The percent designated for SERB Commitment should be placed in a separate sealed envelope.

   Proposals submitted by individuals claiming SERB status or proposals submitted by individuals reflecting joint venture and subcontracting opportunities with SERBs must submit documentation verifying their claim. The selected contractor's SERB Commitment amount will be included as a contractual obligation when a contract is entered into.

Additional Information and Requirements

   The selected firm must gather site data sufficient to prepare drawings with contour intervals as small as 1 foot. Aerial photography shall be made at required altitude to provide topographic maps at a scale specified by the Department. Flights shall be made at such time as to exclude clouds and cloud shadows. All aerial photography and related field survey and mapping work shall be in accordance with the applicable section of the latest edition of ''Reference Guide Outline Specifications for Aerial Surveys and Mapping by Photo-Grammetric Methods for Highways'' by the United States Department of Transportation, unless otherwise specified by the Department.

   Firm shall be responsible for creating preliminary flight path overviews. Firm shall supply all appropriate equipment and material such as paneling/targets etc. All work shall be based on NAD83 and NAVd88 datum.

   Firm shall produce topographic maps of varying scales as specified by the Department from data obtained by ground survey and supplemented by aerial survey data using precision stereophotogrammetric methods for plotting the aerial work of areas specified. Final mylar drawings shall be capable of producing sharp clear prints. The firm shall furnish digital mapping data for each project for use with AutoCAD release 14 and/or the latest Softdesk software.

   Firm shall conduct field surveys for each project site to establish controls or recover existing control. Basic horizontal control shall be of second order or better accuracy. Vertical control shall be of third order or better. Firm shall establish the number of bench marks, baselines and control points requested by the Department for each particular project site.

   At the completion and acceptance of the work, all negatives and containers, all photographs, all diapositive plates, and all survey information on each project, including field notes, computations, and drawings shall become the property of the Department.
