Finding

Monroe County

   Pursuant to the provisions of 71 P. S. Section 2002(b), the Secretary of Transportation makes the following written finding:

   The Department of Transportation plans to replace the existing Mount Pocono Bridge over the Delaware, Lackawanna and Western Railroad in the Borough of Mount Pocono, Monroe County. The project consists of replacing the steel pony truss bridge and the reconstruction of roadway approaches. The Mount Pocono Bridge and the Delaware, Lackawanna and Western Railroad have been determined eligible for listing in the National Register of Historic Places. In addition to the removal of the bridge, the project will require the acquisition of land from the Delaware, Lackawanna and Western Railroad.

   The effects of the project on the Historic resources will be mitigated by a HABS/HAER recordation prior to demolition and the design and specifications for the project will be developed in consultation with the SHPO as outlined in a Memorandum of Agreement (MOA) for the proposed action which has been signed by all appropriate agencies.

   I have considered the environmental, economic, social, and other effects of the proposed project as enumerated in Section 2002 of the Administrative Code, and have concluded that there is no feasible and prudent alternative to the project as designed, and all reasonable steps have been taken to minimize such effect.
