Availability of Technical Guidance

   Technical guidance documents are on the Department of Environmental Protection's (Department) website (www.dep.state.pa.us) at the Public Participation Center page. The ''December 2001 Inventory'' heading is the Governor's list of nonregulatory guidance documents. The ''Final Documents'' heading is the link to a menu of the various Department bureaus and from there to each bureau's final technical guidance documents. The ''Draft Technical Guidance'' heading is the link to Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view guidance documents. When this option is not available, persons can order a bound paper copy of the latest inventory or an unbound paper copy of any of the final documents listed on the inventory by calling the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   The following is the current list of recent changes. Persons who have any questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Correction to Previous Announcement of March 16, 2002

   At 32 Pa.B. 1453 (March 16, 2002), the e-mail address for Foster Diodato was incorrect. The correct e-mail address is fdiodato@state.pa.us.

   DEP ID: 383-2300-001. Title: Pennsylvania's Interim Program for Operator Certification. Description: The Department and the State Board for Certification of Water and Wastewater Systems Operators will follow this guidance to direct and support the Water and Wastewater Systems Operator's Certification Act and meet section 1419 of the 1996 amendments to the Federal Safe Drinking Water Act. The document also will ensure the Commonwealth's continued eligibility to receive Federal funding to support the operator certification program, and serve interim functions until promulgation of final-form rulemaking by the Environmental Quality Board. Draft Technical Guidance

   DEP ID: 013-0830-006. Title: Formats for Required Electronic Deliverable CAD Attachments. Description: The Department is in the process of implementing web-based applications and reporting tools to be used by applicants for permits and reporting required by permits or other regulatory requirements. This policy, prepared to assist in this process, establishes the standards, requirements, and acceptable formats for external and internal electronic attachments. The intent of this policy is to ensure the uniformity, reliability and compatibility of Computer Aided Design electronic attachments received by the Department. Draft Technical Guidance--Substantive Revision

   DEP ID: 563-2000-655. Title: Stream Protection--Bituminous Underground Mining Operations. Description: This technical guidance document represents a revision of existing guidance which became effective on November 14, 1997. It reflects changes in stream protection that carry over from the 1999 amendments to the Department's water quality regulations. The Department will ensure that underground mining activities maintain the value and reasonably foreseeable uses of continuously flowing perennial streams and, in addition, the existing and designated uses of wetlands, intermittent streams and perennial streams and other surface waters covered by the Department's water quality and waterway management regulations. In implementing this policy, the Department will prevent mining that is likely to result in the loss of an existing use of surface water. The Department will deviate from this position only if it is presented with information affirmatively demonstrating the impacts will be short-lived or can be effectively remedied by proposed mitigation activities. Final Technical Guidance

   DEP ID: 550-2100-009. Title: Oil and Gas Locational Guidance. Description: It is the policy of the Department to collect location information for environmental data. The Oil and Gas Program (Program) will implement this policy for the information obtained through its permit applications. This document provides guidance for authorizations issued by the Program on how the Program intends to implement the Department's Locational Policy. Effective Date: April 6, 2002.
