Diesel Retrofit Demonstration Project Grant Opportunity

   The Department of Environmental Protection (Department) is seeking applicants to participate in a demonstration project that will greatly reduce diesel emissions. The Department will reimburse applicants up to 100% of the costs to purchase and install diesel retrofit technology. Fleet owners or operators in this Commonwealth who want to lower emissions from their vehicles or property owners who want to lower excessive diesel emissions from idling on their property may apply. Qualifying retrofit technology can be exhaust after-treatment devices, cleaner combusting fuels, engine replacements and upgrades or idling-reducing technology. Retrofit equipment must be Environmental Protection Agency (EPA) verified technology with the exception of idling-reducing technology, which must be approved on a case-by-case basis by the Department. Technical information about diesel vehicle retrofit is available from the EPA at www.epa.gov/otaq/retrofit.

   Applicants will be ranked on the severity of the pollution in the area, appropriateness of the fleet for retrofit, potential emission reductions, the project's cost effectiveness and completeness of the application. Proposed projects completed or operating in environmental justice areas, as identified by the Department, as well as projects supported by matching funds, will increase the competitiveness of the applications. The applicant must submit a detailed budget and plan.

   The Department is accepting applications at this time to have a pool of potential projects for anticipated Federal and private funding. Some funding streams may only be available for school bus retrofit projects. No grant awards will be executed with applicants unless, and until, the Commonwealth receives funding from these sources. Applications filed under this grant notice will be retained for a period of 18 months in case additional funds become available.
