Independence Blue Cross; Nongroup Basic Blue Cross; Rate Filing No. 13-P-03

   Independence Blue Cross has requested approval to increase its premium rates for its nongroup hospital products as follows:

Percentage Increase
Blue Cross Regular 35.4%
Blue Cross HIPAA and HCTC eligibles 50.0%

   The proposed rate adjustment would affect approximately 7,100 contracts and produce additional annual premium income of $5.4 million. An effective date of January 1, 2004, is requested.

   Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's regional offices Harrisburg and Philadelphia.

   Interested parties are invited to submit written comments, suggestions or objections to Rashmi Mathur, Actuary, Bureau of Accident and Health Insurance, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120 within 30 days after publication of this notice in the Pennsylvania Bulletin.
