Keystone Health Plan West; Rate Filing

   On August 29, 2003, Keystone Health Plan West (KHPW) submitted filing no. 1-DEM-03-KHPW to revise the rating methodology for clients with 50 or fewer contracts. The filing proposes adjustments to the approved demographic rating methodology and seeks to replace the current client-level average age factor with a client level age/sex factor calculated from age/sex factors at the contract-holder level (as approved by the Insurance Department (Department) for Highmark Inc. for its business in the central part of this Commonwealth) and an expansion of the capped range for these factors from the current 0.65--1.35 range to an adjusted 0.65--1.75 range. Additionally, KHPW requests approval to include a measure of health status risk in its demographic rating formula by implementing the use of Prospective Relative Risk Scores. The requested effective date of these changes is for associations or pools renewing July 1, 2004.

   Copies of the filing will be available for public inspection, by appointment, during normal working hours at the Department's regional office in Harrisburg.

   Interested parties are invited to submit written comments, suggestions or objections to Cherri Sanders-Jones, Actuary, Bureau of Accident and Health Insurance, Insurance Department, 1311 Strawberry Square, Harrisburg, PA 17120 within 30 days after publication of this notice in the Pennsylvania Bulletin.
