Proposed Revision to the State Implementation Plan for Ozone for the Reading Area (Berks County); Public Hearing

   Ground-level ozone concentrations above the Federal health-based standard are a serious human health threat and can also cause damage to crops, forests and wildlife. The Department of Environmental Protection (Department) is seeking public comment on a State Implementation Plan (SIP) revision for the Reading ozone maintenance area (Berks County).

   On May 7, 1997, the Environmental Protection Agency (EPA) approved the Commonwealth's One-Hour Ozone Redesignation Request and Maintenance Plan for the Reading Area (plan). The plan included a demonstration that through 2007, air quality would continue to meet National health-based standards and that emissions would be no greater than those in 1992. On January 29, 2002, the EPA revised the methodology by which highway emissions are to be calculated. The Department is proposing to amend its maintenance plan to update the highway emissions inventory with this methodology. Once approved by the EPA, the SIP revision will establish new 2004 and 2007 motor vehicle emissions budgets for the purposes of transportation conformity.

   The Department will hold a public hearing to receive comments on the SIP revision on Wednesday, November 12, 2003, at 10 a.m. at the Berks County Planning Commission, 633 Court Street, 14th Floor, Reading, PA.

   Persons wishing to present testimony at the hearing should contact Susan Ferree, P. O. Box 8468, Harrisburg, PA 17105, (717) 787-9495, sferree@state.pa.us to reserve a time. Individuals who do not reserve a time will able to testify after pre-registrants. Witnesses should keep testimony to 10 minutes and should also provide two written copies of their testimony at the hearing. Persons with a disability who wish to attend the hearing and require an auxiliary aid, service or other accommodation to participate in the proceeding should contact the Department at the previous telephone number. TDD users may contact the AT&T Relay Service at (800) 654-5984 to discuss how the Department can best accommodate their needs.
