Request for Proposals to Conduct Telephone Customer Satisfaction Surveys for Federally-Funded Workforce Development Programs

   The Department of Labor and Industry (Department) is seeking a qualified vendor to provide ongoing customer satisfaction survey research services to gather customer satisfaction information from Pennsylvania CareerLink jobseeker customers.

   This Request for Proposals (RFP) is for vendors who can provide customer telephone interview services and the necessary expertise in accordance with the activities described in Part IV--Work Statement of the RFP. These critical areas of expertise include: telephone survey administration, survey methodology, data collection and reporting. Also desirable is a demonstrated understanding of the Pennsylvania CareerLink system, the Workforce Investment Act and the Employment Service Labor Exchange requirements to measure performance and customer satisfaction and familiarity with the operations and customer needs.

   Interested and qualified vendors are invited to submit a written proposal and cost projection by 2 p.m. on Friday, January, 23, 2004. Proposals received after that time and date will not be considered. There will be a preproposal conference on Friday, January 9, 2004, at 10 a.m. in the Labor & Industry Building, Room E-100, 7th and Forster Streets, Harrisburg, PA. At the preproposal conference, representatives from the Department will explain the background of the RFP, emphasize portions of the RFP considered especially important and answer written questions from attendees. Questions should be submitted by e-mail to Daniel Krynak at the following address by Friday, January 2, 2004. Questions may be asked from the floor at the preproposal conference if they are in writing and answers will be included in the written response forwarded to all attending the preproposal conference.
