STATE CONTRACTS INFORMATION
DEPARTMENT OF GENERAL SERVICES
Act 266 of 1982 provides for the payment of interest penalties on certain invoices of "qualified small business concerns". The penalties apply to invoices for goods or services when payments are not made by the required payment date or within a 15 day grace period thereafter.
Act 1984-196 redefined a "qualified small business concern" as any independently owned and operated, for-profit business concern employing 100 or fewer employees. See 4 Pa.Code § 2.32. The business must include the following statement on every invoice submitted to the Commonwealth: "(name of business) is a qualified small business concern as defined in 4 Pa. Code 2.32."
A business is eligible for payments when the required payment is the latest of:
The payment date specified in the contract.
30 days after the later of the receipt of a proper invoice or receipt of goods or services.
The net payment date stated on the business' invoice.
A 15-day grace period after the required payment date is provided to the Commonwealth by the Act.

The conference fulfills an important training need and must meet the following goals. Enhance crime prevention through education and training. Strengthen the crime prevention practitioner network in Pennsylvania. Illustrate workable strategies that deter crime and improve personal safety and property protection. Highlight innovative and successful crime prevention strategies. Units of local government, universities, colleges, associations or private nonprofit organizations may bid. Bidders must have at least 15 years of experience in providing training and education to a range of Pennsylvania criminal justice personnel, such as: police, deputy sheriffs, probation and parole, and victim services workers. Due to the nature of this conference, significant experience with criminal justice issues is necessary from a training perspective and significant knowledge of the population to be served, both of which come from extensive, long-term training experience. Bidders must have past experience in implementing at least four conferences of similar size and successfully providing similar requested services i.e. contractual with hotels for meeting space, meals, audio visual equipment, securing presenters, mailings, registrations, conference improvements and registrations of attendees and preparation of a summary reports in a CD format.

The educators, with like-minded peers and parents, will participate in intensive activities designed to stimulate and improve their creativity, critical thinking and problem-solving skills. PDE representatives, the contractor's designee, and a volunteer steering committee will jointly plan these multi-weekend, (30 clock hours +) summer residential programs for selected educators and parents from across the state.
