Keystone Health Plan West Medically Underwritten Individual HMO; Rate Filing

   By filing No. 1A-DPHMO-07-KHPW, Keystone Health Plan West, Inc. (KHPW) requests approval to adjust rates for its medically underwritten Individual HMO Plan. The filing requests an average rate change of 9% or $33.32 per contract month. This will affect about 9,300 contract-holders and will increase income by about $3.73 million annually. The filing also adjusts the rate relativities between age and gender for medically underwritten contracts; thus some contract-holders may receive rate adjustments that are less than or greater than the average rate change of 9%. Including the change for rate relativities, the rate change will range from -10.3% to 19.8%. The requested effective date of the change is October 1, 2007.

   In addition to the change in premium rates a new rating underwriting class is being requested to provide coverage for some individuals with conditions that exceeded the Plan's previous underwriting guidelines, and the previous tobacco tier will be expanded to new members with a similar risk classification.

   Unless formal administrative action is taken prior to July 18, 2007, the subject filing may be deemed approved by operation of law.

   Copies of the filing are also available for public inspection, by appointment, during normal working hours at the Insurance Department's Harrisburg Office.
