Availability of Technical Guidance

   Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at www.depweb.state.pa.us (DEP Keywords: ''Technical Guidance''). The ''Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Draft Technical Guidance'' heading is the link to the Department's draft technical guidance documents.

   The Department will continue to revise its nonregulatory documents, as necessary, throughout 2009.

Ordering Paper Copies of Department Technical Guidance

   The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

   In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

   Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Final Technical Guidance:

   DEP ID: 383-0400-114. Title: Pennsylvania Capability Enhancement Program. Description: This document provides guidance to all community, nontransient noncommunity and transient drinking water systems, as well as the Department's staff on the guidelines and implementation of Pennsylvania's Capability Enhancement Program. The purpose of this document is to establish a rational methodology to implement, track and allocate appropriate resources needed to meet the Federal requirements for a state capacity development strategy for all public water systems. Substantive revisions were made to the guidance to facilitate more effective use of grant funds from the United States Environmental Protection Agency by adding source water protection as a component of the program and to incorporate principles for sustainable infrastructure.

   Notice of the interim final technical guidance document, including a request for public comment, was published at 38 Pa.B. 3550 (June 28, 2008). A 30-day public comment period was provided, which concluded on July 28, 2008. Comments on the interim final guidance document were received from members of the Governor's Sustainable Water Infrastructure Task Force, the Small Systems Technical Assistance Center Advisory Board and the United States Environmental Protection Agency. A summary of these comments and the changes made to the document in response are included in the guidance document. The most significant changes to the draft were made to the ranking criteria and protocols for prioritizing systems to insure continued compliance with Federal requirements. Further emphasis was also placed on the key role the Capability Enhancement Program can play in the implementation of the recommendations of the Governor's Sustainable Water Infrastructure Task Force.
