Electronic Benefits Transfer Application Process

 The Department of Agriculture (Department) will hold an application process for Electronic Benefits Transfer (EBT) wireless terminals to be provided to farm stands or farmers' markets for use in acceptance of Supplemental Nutrition Assistance Program (SNAP) benefits. The application period will begin Monday, April 25, 2011, and continue until all available EBT wireless terminals are granted to successful applicants. There are 145 EBT wireless terminals to be distributed to successful applicants. Information about SNAP and the application form can be obtained at the Department's web site at www.agriculture.state.pa.us or e-mail RA-fooddist@state.pa.us (include EBT in the subject line). Interested persons may also contact Heidi Crager at (717) 787-4956 for information and the application.

 The distribution of EBT wireless terminals shall be limited to one per farm stand or farmers' market location. Applicants shall be required to be SNAP program vendors (or become a program vendor before using the EBT wireless terminal) and follow all SNAP program requirements and regulations, as well as promote the acceptance of the SNAP benefit at the stand/market. The machines will be awarded on a first come, first served basis based upon when the completed application is received by the Department. If more applications are received than the Department has terminals available, a randomly numbered lottery system to choose the final successful applicants will be conducted of all applications received on the date when more applications are received than EBT wireless terminals remaining to be granted.

 Completed applications should be addressed to or delivered to the Department of Agriculture, Bureau of Food Distribution, Direct Farm Sales Grant Program, 2301 North Cameron Street, Room 401, Harrisburg, PA 17110-9408. Applications will be date-stamped with the date of receipt. Successful applicants will be provided a use agreement to execute in connection with the receipt of the EBT wireless terminal. The use agreement will set forth the terms and conditions of use.
