Modification of Residual Waste General Permit WMGR081

Permit Modification Proposed under the Solid Waste Management Act (35 P. S. §§ 6018.101—6018.1003); the Municipal Waste Planning, Recycling and Waste Reduction Act (53 P. S. §§ 4000.101—4000.1904); and Residual Waste Regulations for a General Permit to Operate Residual Waste Processing Facilities and the Beneficial Use of Residual Waste other than Coal Ash

Central Office: Division of Municipal and Residual Waste, Rachel Carson State Office Building, 14th Floor, 400 Market Street, Harrisburg, PA 17106-9170.

 General Permit Number WMGR081 authorizes processing by disassembling, mechanical processing (by sizing, shaping, separating and volume reduction only) and associated storage prior to reuse or recycling at the processing or transfer facility, of uncontaminated and source-separated electronic devices.

 The Department of Environmental Protection (Department) is proposing a number of modifications to the General Permit to:

 1. Support the implementation of the Covered Device Recycling Act (35 P. S. §§ 6031.101—6031.702).

 2. Transfer authority from the Department's central office to the regional offices to approve the determination of applicability.

 3. Extend coverage of General Permit Number WMGR081 to electronic waste transfer facilities.

 4. Require processing and storage to take place in an enclosed facility.

 The Department is soliciting public comment on proposed modifications to General Permit Number WMGR081.

 The proposed General Permit, with modifications, is available on the Department's Public Participation web site at http://www.portal.state.pa.us/portal/server.pt/community/proposals/14008. Copies may also be obtained by contacting the Division of Municipal and Residual Waste at (717) 787-7381.

 Written comments concerning modification to General Permit Number WMGR081 should be directed to Scott E.
