FEDERAL WATER POLLUTION CONTROL ACT, SECTION 401

 The following permit applications, requests for Environmental Assessment approval and requests for 401 Water Quality Certification have been received by the Department. Section 401 of the Federal Water Pollution Control Act (FWPCA) (33 U.S.C.A. § 1341) requires the Commonwealth to certify that the involved projects will not violate the sections 301—303, 306 and 307 of the FWPCA (33 U.S.C.A. §§ 1311—1313, 1316 and 1317) as well as relevant State requirements. Persons objecting to approval of a request for certification under section 401 of the FWPCA, the issuance of a Dam Permit or Water Obstruction and Encroachment Permit or the approval of an Environmental Assessment shall submit comments, suggestions or objections within 30 days of the date of this notice as well as any questions to the office noted before an application. Comments should contain the name, address and telephone number of the person commenting, identification of the certification request to which the comments or objections are addressed and a concise statement of comments, objections or suggestions including the relevant facts upon which they are based.

 The Department may conduct a fact-finding hearing or an informal conference in response to comments if deemed necessary. Each individual will be notified, in writing, of the time and place of a scheduled hearing or conference concerning the certification request to which the comment, objection or suggestion relates. Maps, drawings and other data pertinent to the certification request are available for inspection between 8 a.m. and 4 p.m. on working days at the office noted before the application.

 Persons with a disability who wish to attend the hearing and require an auxiliary aid, service or other accommodation to participate in the proceedings should contact the specified program. TDD users may contact the Department through the Pennsylvania AT&T Relay Service at (800) 654-5984.

 To perform the following water obstruction and encroachment activities along the Delaware River (WWF) waterfront associated with the Laurel Street Combined Sewer Outfall Improvement Project:

 1. To replace and maintain a 66-foot section of deteriorating timber and rock crib bulkhead along the Delaware River. The new bulkhead will be a cast-in-place concrete structure that incorporates an updated combined sewer outfall. Work will also include the placement and maintenance of 60 feet of steel sheet pile walls at the interface with the existing timber and rock crib bulkheads in the vicinity of Piers 43 and 44 North.

 2. To replace and maintain the existing brick outfall with a series of three 11-foot high by 11-foot wide cast-in-place concrete box culverts.

 3. To incorporate and maintain an existing 27-inch diameter separate storm sewer outfall into the new bulkhead.

 4. To incorporate and maintain a new 48-inch diameter separate storm sewer outfall into the new bulkhead.

 5. To construct and maintain a new 30-foot wide cast-in-place concrete outfall apron along the new bulkhead to prevent the undercutting of the new outfall structure and bulkhead.

 6. To restore and maintain the surface along the bulkhead and piers in preparation for potential use as part of a public greenway.

 7. To install and maintain a temporary in-water cofferdam and other appurtenances during the construction.

 The site is located at the end of the former Laurel Street between Piers 43N and Pier 44N, near the existing Sugar House Casino (Philadelphia, PA USGS, Lat; 39° 57` 47"; Long; -75° 7` 59").

 The applicant proposes to repair and stabilize two recent slope failures along FR 457-A located in Wetmore Township, McKean County. This is a two phase project with phase one having already been completed on March 1, 2013 under Emergency Permit No. EP42308001. The first area is located directly south of FR 457-A, and the second, just north of an existing shallow well structure.  The applicant proposes to construct and maintain approximately 15 miles of 24 inch diameter and 18 miles of 20 inch diameter natural gas pipeline in Mahoning, North Beaver, Union and Pulaski Townships, Lawrence County and Jefferson, Lackawannock, Shenango, and Wilmington Townships, Mercer County, PA. The proposed pipeline will connect Hilcorp Energy Company's well pads and production facility to Pennant's Hickory Bend Cryogenics Plant located in Mahoning County, OH. EA14-008. Beech Creek Watershed Association, Inc., PO Box 286, Mill Hall, PA 17751. Contrary Run SM7-8, in Snow Shoe Township, Centre County, ACOE Baltimore District.

 To: 1) place and maintain fill in 0.25 acre of wetlands in an effort to recreate pre-mining contours and to construct an Acid Mine Drainage treatment system, 2) removal mining spoil materials from the floodplain of Contrary Run with the end result being the creation of new wetlands, 3) fill or reroute 926 feet of tributaries to Contrary Run and Contrary Run, 4) construct and maintain 950 feet of new stream channel to convey a tributary of Contrary Run around and through the project area. The purpose of the project is to remediate acid mine drainage in Contrary Run by constructing a passive treatment system and to reclaim hazardous highwall areas. The project will permanently impact 0.385 acre of wetlands and 926 linear feet of stream channel, which are classified as Cold Water Fisheries. Environmental restoration benefits resulting from the project are proposed to mitigate for the wetland and stream impacts.
