The facility's major emission sources include raw material stockpiles, primary crushers for shale and clay, hammermill for shale, grinding and screening operation with storage, transportation fugitives, miscellaneous natural gas usage, ceric tunnel kiln and, dryer. The facility is a major facility due to its potential to emit particulate matter less than ten microns in diameter, sulfur oxides, nitrogen oxides and carbon monoxide. Source ID # 113: Ceric Tunnel Kiln is subject to CAM for hydrogen Fluoride (HF) and Source ID #104A: Grinding / Screening / Storage is subject to CAM for Total Suspended Particulate (TSP). No other emissions units are subject to the requirement of CAM. Thus, no new CAM plan has included in the renewal permit. The facility is not subject to Boiler MACT or RICE MACT because the facility does not have any boiler or reciprocating engine. The actual emissions for 2012 reported from the facility are: PM-10: 31.21 TPY; SO2: 99.1 TPY; CO: 78.6 TPY; VOC: 9.7 TPY; NOx: 11.4 TPY; HF: 0.47 TPY and, HCL: 0.17 TPY. The facility also reported 10,386 TPY of Carbon Dioxide.
33-00140: Dominion Transmission, Inc. (501 Martindale Street, Suite 400, Pittsburgh, PA 15212) on August 23, 2013, to modify the Title V Operating Permit for their Punxsutawney Compressor Station in Perry Township, Jefferson County. The modification is in accordance with 25 Pa. Code § 127.463. The permit expires October 31, 2017. The Punxsutawney Compressor Station is a major facility and is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapters F and G. The facility is subject to multiple State and Federal Regulations. The modification involves the incorporation of the requirements of 40 CFR 63 Subpart DDDDD—National Emission Standards for Hazardous Air Pollutants (NESHAPs) for Major Sources: Industrial, Commercial, and Institutional Boilers and Process Heaters. These requirements became effective April 1, 2013. The Department is required to revise the permit because the expiration date of the current permit is more than 3 years from the effective date of Subpart DDDDD. The facility has an Ajax boiler rated 5.5 mmtu/hr and a Line Heater rated 2.8 mmbtu/hr. Both units are fired with natural gas. These units are subject to the tune-up and energy assessment work practice standards of Subpart DDDDD. Minor changes were also made to the permit to reflect the amended language of 40 CFR 63 Subpart ZZZZ—NESHAPs for Stationary Reciprocating Internal Combustion Engines.

30-00166: Greene Team Pellet Fuel (PO Box 74, Garards Fort, PA 15334) on August 26, 2013, to issue a Natural Minor State Only Operating Permit for operation of a wood pelletizing plant in Greene Township, Greene County. The subject facility uses a 26 mmbtu/hr, wood waste-fired rotary dryer to reduce the moisture content of raw sawdust from approximately 50% to about 8%. The dried sawdust is processed into wood pellets for use in residential pellet burning stoves. The dryer is controlled by a high efficiency multi-clone dust collector. The pellet production process includes crushing the dried saw dust with a hammer mill, screening the saw dust, forming the pellets, and then sorting the pellets by size. These processes are controlled by a 10,000 acfm baghouse. The facility is required to conduct a weekly survey of the facility during daylight hours while the facility is operating to ensure compliance with the visible emission, fugitive emission and malodor restrictions. Records of the weekly survey performed must be recorded. Semi-annual preventative maintenance inspections are to be performed on the control devices and recorded in an on-site log. The facility is subject to the applicable requirements of Pa. Code Title 25 Chapters 121 through 145. The final Operating Permit contains applicable emission limits, as well as testing, monitoring, recordkeeping, reporting and work practice requirements.
11-000325: Maple Coal Co. (254 Interpower Drive, Colver, PA 15927) on August 20, 2013, to issue the State Only Operating Permit for operation of their Colver Coal Refuse Processing Plant, in Barr and Blacklick Townships, Cambria County.
The facility contains air contamination sources consisting of screens, conveyer, storage piles, and plant roads. Particulate emissions from the screens, conveyer, and storage piles are controlled by limiting minimum coal moisture. Particulate emissions from road dust are controlled by watering from a pressurized water truck and a road sweeper.
No emission or equipment changes have been approved by this action. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the SOOP have been derived from the applicable requirements of 40 CFR Parts 52 and 60 and Pa. Code Title 25, Article III, Chapters 121 through 145.

The facility's major emitting sources include, Biomass Combustion Unit, Hot Water Boilers (3), Miscellaneous Natural Gas Usage and, Emergency Generator. The Biomass Boiler is subject to Boiler MACT, 40 CFR Part 63, Subpart JJJJJJ. All application conditions of Subpart JJJJJJ have been included in the permit. The emergency generator is not subject to the Reciprocating Internal Combustion Engine (RICE) MACT, 40 CFR Subpart ZZZZ because the generator is located in an institution which is an exception of the applicability of Subpart ZZZZ as stated in § 63.6685 (f)(3). The emissions of pollutants from the facility are less that Title V threshold limits. Thus, the facility is considered a natural minor. The potential emissions from the three hot water boilers, which were stated in the permit application are, NOx: 7.09 Tons per year (TPY), CO: 5.95 TPY, SO2: 0.04 TPY, PM (Total): 0.54 TPY, PM (Filterable): 0.13 TPY, VOC: 0.39 TPY.

Notice of Certification to Perform Radon-Related Activities in Pennsylvania In the month of August 2013 Department of Environmental Protection of the Commonwealth of Pennsylvania, under the authority contained in the Radon Certification Act, act of July 9, 1987, P. L. 238, No. 43 (63 P. S. Sections 2001—2014) and regulations promulgated thereunder at 25 Pa. Code Chapter 240, has certified the persons listed below to perform radon-related activities in Pennsylvania. The period of certification is two years. Applicant Applicant Address County Emporium Water Company 174 Nicker Road Emporium PA 15834 Cameron Project Description: The Pennsylvania Infrastructure Investment Authority, which administers the Commonwealth's State Revolving Fund, is intended to be the funding source for this project. Emporium Water Company proposes to construct two water storage tanks, approximately 1,700 feet of water line and a pump station. The Department's review of the project and the information received in the Environmental Report for the project has not identified any significant, adverse environmental impact resulting from this proposal. The Department hereby approves the Environmental Assessment.
