Availability of Technical Guidance

 Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

Ordering Paper Copies of Department Technical Guidance

 The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

 In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

Changes to Technical Guidance Documents

 Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

Draft Technical Guidance: New Guidance

DEP ID: 310-2137-001. Title: Pennsylvania Function Based Aquatic Resource Compensation Protocol. Description: This guidance will provide standard guidelines for evaluating need for aquatic resource mitigation for the purposes of meeting application requirements contained in 25 Pa. Code Chapter 105 (relating to dam safety and waterway management). The guidance outlines how to conduct evaluations, the factors to consider and establishes a system for quantifying mitigation requirements and proposals to meet those requirements. This guidance is developed for use with the three Resource Condition Level 2 Rapid Assessment Protocols (310-2137-002, 310-2137-003 and 310-2137-004). The public comment period for this guidance is being extended 45 days until June 23, 2014.

Effective Date: Upon publication of notice as final in the Pennsylvania Bulletin.

The guidance outlines how to conduct assessments, the factors to consider and establishes a scoring system based upon condition categories. This guidance is developed for use with the Function Based Aquatic Resource Compensation Protocol (310-2137-001). The public comment period for this guidance is being extended 45 days until June 23, 2014.

DEP ID: 562-2402-501. Title: Blaster's License Suspension and Revocation Procedure. Description: This guidance is a substantial revision to an existing guidance document and explains the new, more transparent procedure for the suspension, modification or revocation of blaster's licenses and/or penalty assessment actions.
