Weatherization Assistance Program's Proposed State Plan; Public Hearing

 The Department of Community and Economic Development (Department) will hold a public hearing at 3 p.m. on Tuesday, April 14, 2015, in PUC Hearing Room 5, Plaza Level, Commonwealth Keystone Building, 400 North Street, Harrisburg, PA. The purpose of this hearing is to receive comments on the proposed Pennsylvania 2015-2016 annually appropriated United States Department of Energy (DOE) Weatherization Assistance Program Plan (regular plan).

 The 2015-2016 regular plan will authorize the current 2015-2016 formula-based distribution for each county. Specific performance goals emphasize production, quality of the work product, prompt, accurate and complete reporting, and compliance with program standards and regulations.

 The State Plan includes some changes:

 • The client priority points system which determines the order of services to the clients on the Weatherization Service List has been revised to meet DOE requirements and encourage collaboration with various other community resources such as utility weatherization and private home repair, and the like.

 • The regular plan performance standards have been revised and a regular plan Performance Assessment tool will be utilized. This tool incorporates the DOE requirements for risk assessment of weatherization performance rather than the performance funding metrics.

 • Quality Control Inspections (QCI) are an additional DOE requirement and will be implemented July 1, 2015. An outline of the Commonwealth's process for oversight of the QCI has been developed. A checklist has also been developed to support the implementation of QCI.

 • The regular plan will transition to the use of a DOE-approved Energy Audit called HEAT. This replaces a specialized Priority List of Measures used to audit single family homes. In addition, the Commonwealth will be renewing its' application for the use of Manufactured Home Energy Audit as the standard audit process for manufactured housing/mobile homes.

 These changes are part of a Quality Work Plan requirement for the DOE's implementation of the Standard Work Specifications for the weatherization workforce and QCI. There is a continued national focus on Weatherization Plus Health efforts where other health and safety, lead-abatement and housing rehab services are coordinated locally with weatherization services.
