Additional Class of Disproportionate Share Hospital Payments

 The Department of Human Services (Department) is announcing its intent to allocate funding in Fiscal Year (FY) 2015-2016 for disproportionate share hospital (DSH) payments to qualifying acute care general hospitals that serve the indigent population of cities in this Commonwealth with an average per capita income significantly below the Statewide average. These payments are intended to provide additional financial support to hospitals that serve an inordinate amount of low-income individuals and Medical Assistance (MA) beneficiaries in impoverished areas of this Commonwealth. The Department does not intend to otherwise change the qualifying criteria or payment methodology for these payments.

 All payment limitations are applicable, including those limitations that the Commonwealth may not exceed its aggregate annual DSH allotment, and that no hospital may receive DSH payments in excess of its hospital-specific limit.

Fiscal Impact

 The FY 2015-2016 impact as a result of the funding allocation for these payments is $4.145 million ($1.989 million in State general funds) upon approval by the Centers for Medicare and Medicaid Services.

Public Comment

 Interested person are invited to submit written comments regarding this notice to the Department of Human Services, Office of Medical Assistance Programs, c/o Regulations Coordinator, Room 515, Health and Welfare Building, Harrisburg, PA 17120. Comments received within 30 days will be reviewed and considered for any revision of the Department's intent.
