Additional Class of Disproportionate Share Hospital Payments

The Department of Human Services (Department) is providing final notice of its funding allocation for Fiscal Year (FY) 2015-2016 for disproportionate share hospital (DSH) payments to qualifying acute care general hospitals that serve the indigent population of cities in this Commonwealth with a per capita income significantly below the Statewide average for the Commonwealth.
All payment limitations are applicable, including those limitations that the Commonwealth may not exceed its aggregate annual DSH allotment, and that no hospital may receive DSH payments in excess of its hospital-specific limit. The Department will not redistribute DSH payments made under this additional class of DSH payments to qualifying hospitals as a result of a qualifying hospital exceeding its hospital-specific DSH limit.
The Department published notice of its intent to allocate funding for these DSH payments at 46 Pa.B. 1393 (March 12, 2016). The Department received no public comments during the 30-day comment period and will implement the change as described in the notice of intent.
The FY 2015-2016 impact is $4.145 million ($1.989 million in State general funds).
