Regulation No. 54-98 (# 3178)

 On August 24, 2017, the Independent Regulatory Review Commission (Commission) received this regulation from the Pennsylvania Liquor Control Board (Board). This rulemaking amends 40 Pa. Code Section 9.22 (relating to identification of vehicles). Notice of proposed rulemaking was omitted for this regulation; it will become effective upon publication in the Pennsylvania Bulletin.

 This regulation aligns Section 9.22 of the Board's regulations with Sections 491(12) and 492(9) of the Liquor Code, as amended by Act 113 of 2011 (Act). 47 P.S. §§ 4-491(12), 4-492(9). The Act amended the Liquor Code to require that licensees of the Board whose licenses authorize transportation of liquor or malt or brewed beverages in the regular operation of their licensed businesses display certain information on their vehicles in letters no smaller than two inches in height. The Act changed the minimum size for the letters from four to two inches.

 We have determined this regulation is consistent with the statutory authority of the Board (45 P.S. § 1204(3); 47 P.S. § 2-207(i)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Regulation No. 3-54 (# 3152)

 On June 9, 2016, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Department of Banking and Securities (Department). This rulemaking amends 10 Pa. Code Chapters 1, 102, 202—211, 301—305, 401, 404, 501, 504, 513, 601—606, 609, 610, 701, 901 and 1001. The proposed regulation was published in the July 2, 2016 Pennsylvania Bulletin with a public comment period ending August 1, 2016. The final-form regulation was submitted to the Commission on August 10, 2017.

 This final-form rulemaking replaces obsolete terminology, corrects formatting and word choice issues, deletes statements of policy, reduces compliance requirements, permits electronic filing and aligns the language of the regulation with the North American Securities Administrators Association model rules and the Securities and Exchange Commission's regulations.

 We have determined this regulation is consistent with the statutory authority of the Department (71 P.S. § 733-202(C), 70 P.S. § 1-609(a) and 70 P.S. § 79(b)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

 On July 15, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Pennsylvania Gaming Control Board (Board). This rulemaking amends 58 Pa. Code Chapters 461a, 463a, 465a, 467a, 601a, 605a and 607a. The proposed regulation was published in the August 1, 2015 Pennsylvania Bulletin with a 30-day public comment period ending on August 31, 2015. The final-form regulation was submitted to the Commission on August 24, 2017.

 This rulemaking incorporates a new game technology, hybrid gaming tables, to the Board's existing regulations relating to device testing, internal controls, table game taxes, and the provisions associated with electronic gaming tables.

 We have determined this regulation is consistent with the statutory authority of the Board (4 Pa.C.S. § 1202(b)(30), §§ 13A02(1) and (2), (2.1), (4), (6), § 13A25(c) and § 13A62(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Regulation No. 16A-7021 (# 3113)

 On July 28, 2015, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the State Board of Certified Real Estate Appraisers (Board). This rulemaking amends 49 Pa. Code Chapter 36. The proposed regulation was published in the August 8, 2015 Pennsylvania Bulletin with a 30-day public comment period ending on September 7, 2015. The final-form regulation was submitted to the Commission on September 6, 2017.

 This regulation implements the Appraisal Management Company Registration Act (act) (63 P.S. §§ 457.21—457.31). Specifically, it provides for the application, fees and registration renewal process for appraisal management companies (AMCs), qualifications of AMCs and owners, standards of practice and disciplinary action for violations of the act, Board regulations, and Federal laws governing the appraisal practice.

 We have determined this regulation is consistent with the statutory authority of the Board (63 P.S. § 457.24(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Steam Heat Distribution System Safety Regulations
Regulation No. 57-311 (# 3131)

 On January 27, 2016, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Pennsylvania Public Utility Commission (PUC). This rulemaking amends 52 Pa. Code Chapters 61 and 67. The proposed regulation was published in the February 6, 2016 Pennsylvania Bulletin with a 30-day public comment period ending March 7, 2016. The final-form regulation was submitted to the Commission on September 11, 2017.

 This rulemaking facilitates safety inspections of steam utilities by the PUC's Pipeline Safety Division. The regulations modernize and update accident reporting requirements and add requirements for notification of major construction, operating and maintenance plans, customer education, recordkeeping, employee training, periodic inspections, steam leaks and emergency reports, welding and service outage reports.

 We have determined this regulation is consistent with the statutory authority of the PUC (66 Pa.C.S. §§ 501 and 1501) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
