Environmental Assessment Approval for PENNVEST Funding Consideration

Scope: Clean Water and Drinking Water State Revolving Fund Projects for January 30, 2019, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board Meeting Consideration

Description: PENNVEST, which administers the Commonwealth's Clean Water Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENNVEST.

 To be considered, the Department must receive comments on this approval on or by January 7, 2019. Electronic comments should be submitted using the Department's eComment site at www.ahs.dep.pa.gov/eComment. CWSRF Projects Being Considered

Project Description: The project will replace the existing collection system with a low-pressure sewer system. Treatment will be provided at the existing Confluence Borough sewage treatment plant (STP).

Problem Description: Due to the condition of the existing collection system, the ground and surface water runoff (infiltration and inflow) enters the existing collection system. The excess infiltration and inflow has caused a hydraulic overloading of the STP and unpermitted discharge to the recreational waters of the Youghiogheny River.

Project Description: The project will construct a pump station, force main, and sanitary sewers to serve Keystone State Park and 37 existing residences with onlot septic systems. Treatment will be provided at the existing New Alexandria STP.

Problem Description: The existing Keystone State Park STP is at the end of its useful life. In addition, malfunctioning onlot septic systems exist in this community.

Project Description: The project will replace the existing Elizabeth Borough pump station for a new capacity of 1.2 million gallons per day (MGD). The pump station will be constructed with additional wet well and channel capacity to accommodate future wet weather flows as approved by the Department in the Combined Sewer Overflow Long-Term Control Plan (CSO LTCP) and Act 537 plan update. The screening and grit removal capacity will be 5.3 MGD. Treatment will be provided at the existing Elizabeth Borough sewage treatment plant.

Problem Description: Wet weather overflows in excess of the Department approved CSO LTCP occur in the system. In addition, the pump station is near the end of its useful life.

Applicant: City of Johnstown

Project Description: This is a sanitary sewer rehabilitation project to correct existing defective sewers in the Old Conemaugh and Hornerstown areas of the City of Johnstown. The City plans to replace or rehabilitate approximately 30,000 linear feet of 8-inch, 10-inch and 12-inch sewer collection line. Construction methods will include open cut and trenchless/slip lining technologies. Manholes within the design will also be replaced and rehabilitated. All existing laterals will be replaced within the public right-of-way (the collection line to the property line). The City will take the appropriate steps to ensure that all customers have their lateral line either televised or pressure tested upon reconnecting to the newly installed system. Treatment will be provided at the existing Johnstown—Dornick Point STP.

Problem Description: Under a Consent Order and Agreement, the City is obligated to implement a rehabilitation plan that would reduce the amount of infiltration and inflow entering the City's collection system during wet weather events and thus eliminate sanitary sewer overflow (SSO) discharges of raw sewage into the waters of this Commonwealth.

Project Description: The project will install replacement sanitary sewers in the Shoreline Drive area, construct a new Shoreline Drive pump station and force main, and modify existing Giant Oaks interceptor and Oakwood Road interceptor. The Giant Oaks interceptor section of the project will include approximately 4,000 linear feet of in-trench replacement and 2,500 linear feet of new pipe alignment. The pipe size will be increased from 12-inch to 18-inch diameter. The Oakwood Road interceptor segment of the project will include approximately 3,600 linear feet of new pipe alignment. The pipe size will be increased from 12-inch to 21-inch diameter. Treatment will be provided at the existing Brush Run STP and Donaldson's Crossroad STP.

Problem Description: As stipulated in the July 2015 Department approved Corrective Action Plan, the capacity of the Giant Oaks and Oakwood Road interceptors is to be expanded to address the hydraulic overloads and sanitary system surcharges experienced in the conveyance system during wet weather conditions. The existing interceptors are 45 to 55 years old and are at the end of their useful lives. The Hidden Brook area has failing gravity sewers.

Project Description: This is a construction project to modify the existing Rochester Borough STP, Center Street pump station, West Madison Street pump station and force main, and Freedom Borough pump station and force main in compliance with a Department approved CSO LTCP.

Problem Description: Most of the collection system in Rochester Borough is a combined sewer system conveying both storm water runoff and sanitary sewage. Peak flows to the Freedom pump station occasionally result in SSOs which are not permitted. Consequently, flows to the treatment facility are greatly affected by precipitation events. While the wastewater treatment plant (WWTP) is neither hydraulically nor organically overloaded as defined in 25 Pa. Code Chapter 94 (relating to municipal wasteload management), the conveyance system remains hydraulically overloaded, causing peak flows to exceed the carrying capacity of certain portions of the system resulting in combined sewer overflows (CSO) and SSOs. Periods of high flow are attributed to above average precipitation and snow melt. The motive behind the WWTP upgrade project is to provide greater control of the CSOs and eliminate SSOs in accordance with the Department approved CSO LTCP.

Project Description: The proposed project includes the construction of one 42,000 gallons per day (GPD) sewage pump station and a 22,500 GPD extended aeration WWTP. The WWTP will be used in conjunction with one existing train from the existing plant to maintain the current 45,000 GPD desired treatment capacity.

Problem Description: The current system does not have the capability to meet the required National Pollutant Discharge Elimination System effluent limits on a consistent basis. As a result, a Consent Order and Agreement was entered into to obtain compliance by December 31, 2019. This will be achieved by combining a portion of the existing treatment train with the proposed new one. This will be aided by the inclusion of a flow equalization tank and an aerated sludge holding tank.

Project Description: The proposed project includes the construction of the following: the Hadley service area consists of 25,800 linear feet of pressure mains, 120 simplex grinder pumps, one triplex grinder pump, pressure service laterals and a 0.046 million GPD extended aeration WWTP; the Clarks Mills service area consists of a pumping station, approximately 2,100 linear feet of 8-inch diameter gravity sewer and a community onlot disposal system. The project will serve 128 equivalent dwelling units (EDU) in the Hadley service area and 14 EDUs in the Clarks Mills service area.

Problem Description: This project addresses sewage needs for the Hadley, Camp Perry and Clarks Mills areas of Perry Township that are currently served by onlot systems. These are the more heavily developed areas within the township. A malfunction rate of approximately 84% exists. This includes a wildcat sewer currently serving seven homes. The recommended solution of installing a WWTP and low-pressure sewers for the Hadley and Camp Perry areas and gravity sewers and a community onlot system for the Clarks Mills area will address these issues. These onlot systems leach untreated and partially treated wastewater onto the ground surface and into the waters of this Commonwealth. This project will eliminate the malfunctioning sewage systems thereby improving water quality.

Project Description: The proposed project includes the construction of 10,100 feet of 8-inch diameter sanitary sewer main and 43 concrete manholes through Lucinda to serve as the collection system. Six-inch diameter polyvinyl chloride laterals will be installed to each property to facilitate their connection. A duplex grinder pump is required to allow one of the connections. The grinder pump will discharge through 780 feet of high-density polyethylene pipe to a manhole. This gravity collection system will discharge into a recirculating sand filter WWTP for treatment. After treatment, the discharge enters the waters of Step Creek. Overall, the project will serve 63 residential houses, seven small businesses and a church complex.

Problem Description: This project addresses the sewage needs of approximately 72 properties located in the Lucinda area of the Township. Confirmed onlot malfunctions were determined at 57.5% of the properties. These systems leach untreated and partially treated wastewater onto the ground surface and into the waters of this Commonwealth. This project will eliminate the malfunctioning sewage systems thereby improving water quality.

Project Description: The proposed sanitary sewer system will service about 1,337 EDUs in Hegins Township and 266 EDUs in Hubley Township. At 300 GPD per EDU, the system will generate about 480,900 GPD. The proposed WWTP will be designed with a capacity of 600,000 GPD to accommodate existing and future flows. The WWTP will discharge treated effluent to Deep Creek, which drains to Pine Creek, which drains to Mahantango Creek, and finally enters the Main Branch of the Susquehanna River.

Problem Description: A wastewater needs analysis conducted as part of the Hegins Township and Hubley Township Joint Act 537 Plan identified a need for a regional public sanitary sewer system to service portions of both municipalities. A needs analysis identified malfunctioning onlot systems in the area which will be connected to the proposed public sewer system. The construction of the proposed sanitary sewer system will allow for the connection of these malfunctioning systems to a WWTP and will provide a long-term method of sewage disposal.

Project Description: The proposed construction projects are part of Lower Paxton's inflow and infiltration (I/I) reduction program. Sewer collection system repair, rehabilitation, replacement, and lining work will be performed for the mini-basins in Lower Paxton's Beaver Creek (BC—2A, 2B, 2C and 5B) and Spring Creek (SP—2B) basins to meet the expectations described in The Second Amendment to the Second Consent Decree and corrective action plan (CAP) for significant and cost-effective I/I reductions.

Problem Description: The collection system in the Beaver Creek's mini-basins 2A, 2B, 2C and 5B are required to reduce I/I as required under The Second Amendment to the Second Consent Decree and CAP, and in the Spring Creek mini-basin 2B is required to control I/I to reduce peak flow.

A sanitary sewer collection system will be constructed on the following roads to eliminate the use of failed onlot disposal systems (OLDS): Morwood Road, Keller Creamery Road, Ridgeview Drive, Camp Road, Landis Road, Creamery Road, Hunsicker Road, Allentown Road, Indian Creek Road and Godshall Road.

Problem Description: The Village of Morwood and surrounding neighborhoods are plagued with failed and failing OLDS.

DWSRF Projects Being Considered

Applicant: Towanda Municipal Authority

Project Description: The Towanda Municipal Authority (TMA) proposes to construct a new membrane filter water treatment plant, three new groundwater source wells, approximately 8,600 feet of waterline, 106,000-gallon water storage tank, booster pump station rehabilitation and related appurtenances.

Problem Description: The project intends to replace two existing groundwater sources with three new groundwater sources. The project will increase the reliability of the current system and eliminate the potential for adjacent industrial activity to negatively impact the TMA's raw water supply. The proposed improvements will serve to address an inadequate fire suppression system.

Applicant: Clymer Borough Municipal Authority

Project Description: The Clymer Borough Municipal Authority is proposing to install a forced draft aerator for the removal of hydrogen sulfide prior to filtration. In addition, due to the age and condition of the 200,000-gallon tank, it will be replaced along with the plant's above ground clearwell. Also, 7,750 linear feet of leaking transite waterline will be replaced with 8-inch C-900 polyvinyl chloride (PVC) pipe. Installation of 7,750 linear feet of PVC waterline includes 150 service lines, 39 gate valves, 11 interconnections and seven fire hydrants. All waterline and appurtenances will be in Clymer Borough. A new 250,000-gallon water storage tank will be constructed on Clymer Road in Cherryhill Township.

Problem Description: The residents of Clymer Borough are experiencing unpleasant taste and odor issues caused by the presence of hydrogen sulfide in old pipes. The existing asbestos concrete pipes are leaking in several areas. This proposed project will correct the leakage and antiquated pipes. The new aerator scrubber will remove hydrogen sulfide at the existing water treatment plant. The existing clearwell's roof experienced holes and partial collapse exposing the finished water to contaminants. An emergency permit was issued to Clymer to repair holes and have an interconnection with Indiana County Municipal Service Authority to provide finished water. The clearwell was out of operation for approximately one month.

Project Description: The Williamsburg Municipal Authority (Authority) has proposed to install a new well pump at well number 1, construct a new disinfection system/building, install two new packaged water booster pump stations, replace existing water mains, and extend the distribution system. Approximately 3,400 linear feet and 3,900 linear feet of existing asbestos cement waterline in the Fayetown and Sage Hill areas, respectively, will be replaced. Approximately 3,700 linear feet of new waterline will be installed along Ridge Road to connect to 14 additional customers.

Problem Description: The existing facilities/equipment, which were installed in the late 1960s with minor upgrades made in the late 1990s, have met or exceeded their operational lifespan. To avoid major equipment failures or a total system shutdown, the Authority proposes to upgrade the plant to improve potable water supply reliability to the service area.
