Action of Controlled Plant and Noxious Weed Committee; Addition of Noxious Weeds to Controlled Plants and Noxious Weed List

 A meeting of the Controlled Plant and Noxious Weed Committee (Committee) was held on April 25, 2019, in Susquehanna Room A, Department of Environmental Protection, Southcentral Regional Office Building, 909 Elmerton Avenue, Harrisburg, PA 17110.

 A Sunshine Notice regarding the special meeting was published at 49 Pa.B. 1667 (April 6, 2019).

 The purpose of the meeting was to consider the addition of four plants to the noxious weed list and to consider a change of noxious weed class for one plant, as authorized under 3 Pa.C.S. § 1511(b)(3)(ii) (relating to designation of noxious weeds and controlled plants).

 A quorum of the Committee was present at the meeting. After a presentation by the Department of Conservation and Natural Resources and the Department of Agriculture, the acknowledgement of written public comments received and a discussion of the Committee, the Committee voted to approve the following weeds for addition to the noxious weed list.

 • European frogbit (Hydrocharis morsus-ranae) as a Class A Noxious Weed

 • European water chestnut (Trapa natans) as a Class A Noxious Weed

 • Water primrose (Ludwigia grandiflora ssp. hexapetala) as a Class A Noxious Weed

 • Tree-of-heaven (Ailanthus altissima) as a Class B Noxious Weed

 The Committee also voted to maintain the current status of Hydrilla as a Class A Noxious Weed.

 • Hydrilla (Hydrilla verticillata) remains a Class A Noxious Weed.

 Under the authority and requirements of section 1511(b)(3)(iv), the Department hereby publishes the addition of European frogbit, European water chestnut, water primrose and tree-of-heaven to the Noxious Weed list. Hydrilla will remain listed a Class A Noxious Weed.

 The addition of the previously listed plants to the Controlled Plants and Noxious Weeds list will become effective 60 days from publication of this notice.
