Regulation No. 16A-7023 (# 3267)

 On September 3, 2020, the Independent Regulatory Review Commission (Commission) received this regulation from the State Board of Certified Real Estate Appraisers (Board). This rulemaking amends 49 Pa. Code § 36.401. Notice of proposed rulemaking was omitted for this regulation; it will become effective upon publication in the Pennsylvania Bulletin.

 The rulemaking revises two existing definitions pertaining to the registration of appraisal management companies, specifically ''appraiser panel'' and ''owner,'' so that the definitions are consistent with Federal law and regulations.

 We have determined this regulation is consistent with the statutory authority of the Board (63 P.S. § 457.24(a)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Pennsylvania Gaming Control Board—
Down Under Blackjack; Table Game Rules of Play; Regulation No. 125-218 (# 3213)

 On September 11, 2018, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Pennsylvania Gaming Control Board (Board). This rulemaking amends 58 Pa. Code by adding Chapter 685a. The proposed regulation was published in the September 22, 2018 Pennsylvania Bulletin with a public comment period ending on October 22, 2018. The final-form regulation was submitted to the Commission on September 3, 2020.

 This final-form regulation establishes table game rules of play for Down Under Blackjack.

 We have determined this regulation is consistent with the statutory authority of the Board (4 Pa.C.S. §§ 1202(b)(30) and 13A02(1) and (2)) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.

Department of Human Services—
Child Care Facilities;
Regulation No. 14-542 (# 3216)

 On September 28, 2018, the Independent Regulatory Review Commission (Commission) received this proposed regulation from the Department of Human Services (Department). This rulemaking amends 55 Pa. Code Chapters 20, 3041, 3270, 3280 and 3290. The proposed regulation was published in the October 13, 2018 Pennsylvania Bulletin with a public comment period ending on November 13, 2018. The final-form regulation was submitted to the Commission on September 14, 2020.

 This final-form rulemaking amends certification and compliance standards for child care centers, group child care homes and family child care homes in order to protect the health, safety and rights of families, reduce risks to children and improve quality of service. This regulation aligns standards for health and safety, professional development, fire safety, emergency plans and inspections for all child care facilities.

 We have determined this regulation is consistent with the statutory authority of the Department (62 P.S. §§ 911 and 1021) and the intention of the General Assembly. Having considered all of the other criteria of the Regulatory Review Act, we find promulgation of this regulation is in the public interest.
