Environmental Assessment Approval for PENNVEST Funding Consideration

Scope: Clean Water and Drinking Water State Revolving Fund Projects for July 21, 2021, Pennsylvania Infrastructure Investment Authority (PENNVEST) Board meeting consideration

Description: PENNVEST, which administers the Commonwealth's Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF), is intended to be the funding source for the following projects. The Department of Environmental Protection's (Department) review of these projects, and the information received in the Environmental Report for these projects, has not identified any significant, adverse environmental impact resulting from any of the proposed projects. The Department hereby approves the Environmental Assessment for each project. If no significant comments are received during this comment period, the Environmental Assessment will be considered approved and funding for the project will be considered by PENNVEST.

 To be considered, the Department must receive comments on this approval on or by Monday, July 12, 2021. Commentators are encouraged to submit comments using the Department's online eComment tool at www.ahs.dep.pa.gov/eComment or by e-mail to ecomment@pa.gov. CWSRF Projects Being Considered:

Applicant: Frenchcreek Township
County: Venango
Applicant Address: 3507 Georgetown Road

Project Description: The proposed project includes the design and construction of: (1) a new headworks facility; (2) two aerobic digesters, digester control system and equipment building; (3) a sequencing batch reactor treatment process and control building at the wastewater treatment plant (WWTP) to replace the existing trickling filter WWTP; (4) an ultraviolet (UV) effluent disinfection system; (5) a new natural gas powered generator; and (6) a reed bed for sludge disposal. The design and equipment location will reduce or eliminate the threat of flood damage.

Problem Description: The existing trickling filter WWTP, a portion of which is located within the 100-year flood plain, is at the end of its useful life. The project will replace the existing treatment facility to provide treatment of the sewage prior to discharge to Little Sandy Creek. The project also includes replacement of the existing emergency generator which is unable to supply power to the entire treatment process in the event of a power outage.

Project Description: The proposed project includes the design and construction of: (1) a 700-square foot treatment building to house electrical equipment, serve as an office space and serve as a chemical feed area; (2) two concrete sequencing batch reactor basins; (3) two concrete aerobic digester basins; (4) six blowers and concrete pads; (5) six submersible pumps; (6) a concrete headworks wet well with a comminutor and perforated screen; (7) a concrete influent pumping wet well; (8) an influent valve/metering concrete vault; (9) an effluent pipe gallery building to house effluent valves, effluent flowmeters and UV disinfection ancillary equipment; (10) a dual-channel UV disinfection unit and pavilion style shelter; (11) an effluent aeration tank and regenerative blower; and (12) bulk chemical storage tanks and concrete pad. In addition, the existing extended aeration treatment plant will be demolished.

Problem Description: The current WWTP is at the end of its useful life. It frequently requires repairs and recently violated its effluent limits. The project will replace the existing treatment facility to provide treatment of the sewage prior to discharge to Yellow Creek.

Project Description: The proposed project includes the installation of 4,800 linear feet of low-pressure sewer mains using directional drilling, 17 grinder pump units, 1 duplex grinder pump, service laterals and a new community onlot disposal system.

Problem Description: This project addresses sewage needs for the Clark Mills area of Perry Township that is currently served by onlot systems. A malfunction rate of approximately 87% exists. These onlot systems discharge untreated and partially treated wastewater onto the ground surface and into the waters of this Commonwealth. This project will eliminate the malfunctioning sewage systems thereby improving local water quality.

DWSRF Projects Being Considered:

Applicant: Ligonier Township Municipal Authority (Authority)

Project Description: The proposed project consists of upgrading the Authority's water distribution system. The project area includes Ligonier Township, Ligonier Borough and Fairfield Township. These upgrades include the construction of: (1) a 250,000-gallon glass-fused-to-steel water storage tank; (2) four pressure reducing vaults; (3) five new booster pump stations (PS); (4) upgrades to the existing Waterford Waterworks control building; (5) a new waterline for looping. This project also includes replacing approximately 8,250 linear feet of 6-inch waterline and 13,200 linear feet of 8-inch waterline. These improvements will remedy pressure issues within the system by boosting pressure in low pressure areas, reducing pressure in high pressure areas and creating distribution main looping to improve service pressures. The new storage tank will also mitigate the impact of high-volume users on the system. The project will result in minimum interruptions to water service due to most of the project involving the construction of new infrastructure.

Problem Description: The Authority currently owns and operates a public water supply system in Ligonier Township, Ligonier Borough and Fairfield Township. The Authority is facing issues of aging infrastructure resulting in customer service issues. These issues include low or high pressure, lack of capacity, water losses, lack of redundancy and general aging of existing distribution infrastructure. Significant users also create large pressure drops during periods of high use. These pressure fluctuations can damage water lines and leave residential users with low water pressure. The proposed project is toremedy these issues with a new water tank, new waterlines, additional booster PS and additional pressure reducing stations.
