Fertilizer Terms and Definitions

 Under 3 Pa.C.S. § 6817 of the Fertilizer Act (act) (relating to rules of regulations), the Department of Agriculture (Department) is given authority to promulgate rules and regulations necessary for administration and implementation of Chapter 68 of the act (relating to fertilizer) and draft and issue orders as are necessary to enforce and provide clarity for administration of the chapter. Under 7 Pa. Code Chapter 73 (relating to fertilizers), specifically § 73.2(a) and (b) (relating to fertilizer terms, names and definitions), the fertilizer terms used will be those contained in the current edition of the Official Publication of the Association of American Plant Food Control Officials, Inc. and except as the Secretary designates otherwise in specific cases, the names and definitions for commercial fertilizers will be those adopted by the Association of American Plant Food Control Officials.

 The Department recognizes the following new official fertilizer ingredient definitions, as published by the Association of American Plant Food Control Officials.

Calcium citrate and its hydrated forms—The calcium salt of citric acid. Anhydrous calcium citrate has the formula Ca3(C6H5O7)2.

Orthosilicic acid (OSA)—The monomeric form of silicon with the chemical formula Si(OH)4 that is absorbed and transported in plants and is detected by the molybdenum blue heteropoly method.

 The Department gives notice that the definition of ''Ammoniated Calcium Nitrate'' was withdrawn from the terms and definitions published by the Association of American Plant Food Control Officials and this ingredient is no longer permitted in fertilizer.
