15-0054D: Highway Materials/Malvern Plant, 680 N Morehall Rd, Malvern, PA 19355-1415, Bristol Township, Bucks County. This plan approval revises the mass emission limits and emission factors of the hot mix batch asphalt plant (Source 101) when firing natural gas or propane fuels at their existing facility. The revisions will be based on the results of the stack test conducted on the asphalt plant on August 9, 2022. The plan approval will also convert previously established short-term mass emission limits of the asphalt plant when firing liquid fuels from pound per ton values to pound per hour values. There are no proposed changes or modifications to the asphalt plant or its control devices. Stack testing shall be conducted on a recurring basis, once every five (5) years. The facility shall continue to comply with all other requirements of their State Only Operating Permit 15-00054 and shall retain a synthetic minor status by limiting facility-wide emissions to below major source thresholds. 24-00123: Greentree Landfill LLC, 635 Toby Rd, Kersey, PA 15846-1033, Fox Township, Elk County. The Department issued a renewal of the Title V Operating Permit to the facility. Greentree's facility is an active municipal solid waste (MSW) landfill. Sources of air emissions at the facility include the landfill, the wastewater treatment plant, a tipper engine, tire shredder, emergency generators and a degreaser unit. The landfill gas (LFG) generated is collected by an active LFG collection system and destroyed by an enclosed flare or processed by a third-party LFG treatment facility whose off-gas is also directed to the enclosed flare. With a design capacity greater than 2.5 million megagrams or 2.5 million cubic meters, the facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G because of rulemaking. The facility is subject to National Emission Standards for Hazardous Air Pollutants (NESHAP) for MSW landfills (40 CFR 63 Subpart AAAA). The New Source Performance Standards (NSPS) for MSW landfills (40 CFR 60 Subpart WWW) have been replaced by 40 CFR 62 Subpart OOO, which is the Federal Plan which implements 60 Subpart Cf. The emergency generators and the engine for the tire shredder are subject to 40 CFR Part 63, Subpart ZZZZ. The facility is not subject to the RACT requirements because it is a minor source of VOC and NOx. The potential-to-emit of the facility through 2027 for SOx is 97.93 TPY. The facility has taken an elective emission restriction to operate the gas treatment plant for a minimum of 25% of the time to provide a reasonable assurance with the SOx limit. Actual emissions reported for 2022 were: 6.77 TPY CO, 8.21 TPY NOx, 31.31 TPY PM10, 6.87 TPY PM2.5, 5.90 TPY SOx, and 7.89 TPY VOC. Application received: July 17, 2020. Renewed: October 11, 2023.

25-00924: Erie Forge & Steel/Erie Plant, 1341 W 16th St, Erie, PA 16502, City of Erie, Erie County. The Department issued the renewal of the State-Only Operating Permit of a facility, located in the City of Erie, Erie County, that supplies propulsion components for aircraft carriers, destroyers, submarines, and support ships. Permitted air contaminant-emitting sources at the facility are heat treat furnaces, a paint booth, an emergency generator, and cleaning/wiping operations. With overall PTEs of 67.04, 56.06, 12.39, 5.09, and 0.40 TPY for NOx, CO, VOC, PM, and SOx, respectively, the facility is Natural Minor for permitting purposes. In this renewal, requirements were incorporated for the facility's natural gas-fired emergency generator. These requirements include 25 Pa. Code §§ 123.13 and 123.21, which restrict particulate matter and sulfur oxide emissions, respectively. The emergency generator is not subject to 40 CFR Part 63 Subpart 4J or 4Z, based on installation and manufacture dates. Application received: April 27, 2022. Issued: September 26, 2023.

25-00269: American Tinning & Galvanizing Co., 552 W 12th St., Erie, PA 16501, City of Erie, Erie County. The Department issued the renewal of the State-Only Operating Permit to a plating and galvanizing facility located in the City of Erie, Erie County. Sources at the facility include: the anodizing, barrel plating, rack plating, and galvanizing departments; two small natural gas-fueled boilers; a curing oven; and a primer tank. The four departments, each consisting of several tanks, are subject to requirements previously established through Plan Approval 25-269A. Several tanks in the anodizing, barrel plating, and rack plating departments must comply with 40 CFR 63 Subpart WWWWWW pertaining to National Emission Standards for Hazardous Air Pollutants: Area Source Standards for Plating and Polishing Operations. The tank performing chromium anodizing in the anodizing department must comply with 40 CFR 63 Subpart N, which pertains to National Emission Standards for Chromium Emissions from Hard and Decorative Chromium Electroplating and Chromium Anodizing Tanks. In this renewal, some ministerial updates are applied to 40 CFR 63 Subparts WWWWWW and N. A natural gas-fired curing oven is incorporated into this renewal permit, subject to emission restrictions of 25 Pa. Code §§ 123.13 and 123.21. The facility opts to comply with 25 Pa. Code § 129.52 (Surface coating processes) for its primer tank in this renewal. To qualify for this section, the primer tank is subject to an elective 2.7 tons per 12-month rolling period VOC restriction. Application received: May 18, 2022. Issued: October 5, 2023.

10-00298: Luxfer Magtech Inc. Saxonburg Plant, 955 Saxonburg Blvd., Saxonburg, PA 16056-2317, Saxonburg Borough, Butler County. The Department issued the renewal of the Natural Minor Permit of a magnesium-lime powder manufacturing facility. The permitted sources at the facility include grinding, mixing, loading, an emergency generator, and parts washer. Three sources previously permitted (108, 109, and 113) are also removed from the Operating Permit. The facility shall be required to submit a plan approval application within 60 days of issuance of the permit renewal for control of particulate matter from Source 114, unless the Department approves an alternative scheduled for submittal. Application received: March 29, 2022. Renewal issued: October 3, 2023.

43-00339: Supreme Mfg, Inc., 327 Billy Boyd Rd., Stoneboro, PA 16153-1701, New Vernon Township, Mercer County. The Department issued a renewal State Only Natural Minor Operating Permit for the manufacturing facility. The facility's primary emission sources include blasting, coating, machining, and welding operations. The potential emissions of the primary pollutants from the facility are as follows: 8.83 TPY VOC, 2.79 TPY NOx, 0.38 TPY CO, 0.45 TPY PM-10, 0.22 TPY Mn, and 4.52 TPY combined HAPs, with the rest of the primary pollutants being less than 1 TPY; thus, the facility is a natural minor. The facility must comply with 25 Pa. Code §§ 129.52 or 129.52d for control of VOC emissions from the paint booth. The other sources are subject to 40 CFR 63 Subpart XXXXXX, NESHAP for Metal Fabrication. The renewal permit contains emission restrictions, recordkeeping, work practices, and additional requirements to ensure compliance with the Clean Air Act and  the Air Pollution Control Act. Application received: September 30, 2022. Renewal issued: October 10, 2023.

62-00148: Elkhorn Gas Processing LLC/Roystone, 4613 E 91st St, Tulsa, OK 74137-2852, Sheffield Township, Warren County. The Department issued a renewal State Only Natural Minor Operating Permit for the natural gas processing station. The facility's primary emission sources include: a hot oil heater, two (2) existing lean-burn natural gas-fired compressor engines, an emergency generator engine, a glycol natural gas dehydrator and its associated reboiler, five (5) 30,000-gallon storage tanks, a 6,000-gallon vapor recovery tank, two 100-barrel waste oil tanks, and facility fugitives. Actual 2022 emissions of the primary pollutants from the facility are as follows: 1.449 tons PM-10, 12.352 tons NOx, 0.035 ton SOx, 11.346 tons CO, 25.06 tons VOC, and 0.13 ton xylenes. The compressor engines are subject to 40 CFR Part 63, Subpart ZZZZ, NESHAP for stationary RICE, the triethylene glycol dehydrator is subject to 40 CFR 63, Subpart HH, NESHAP for natural gas production facilities, and the facility is subject to 40 CFR Part 60, Subpart KKK, NSPS for equipment leaks of VOC.  This project proposes to remediate a highwall adjacent to the Baby Bear Well Pad to a 2:1 slope and reinstall well pad drains at the well pad. The site consists of an access road, well pad and two wet ponds that treat stormwater runoff. Since the construction of the original Baby Bear Well Site a small palustrine emergent wetland (PEM), identified as Wetland 1, has developed on-site. Wetland 1 developed as a result of the construction of the Baby Bear well pad. Seeps from the adjacent highwall and a favorable geographic position at the toe of the highwall slope allow for water to pool at this location. Additionally, well pad drains that facilitate pad drainage have malfunctioned and no longer redirect flow away from the pad area, resulting in the development of Wetland 1. The remediation of the highwall and reestablishment of pad drains will result in the elimination of wetland 1. This permit will result in permanent fill of one (1) PEM wetland for a total of 0.197 acre of direct and permanent wetland impacts. The permanent impacts will be mitigated by the purchase of 0.20 acre of Wetland mitigation bank credits from the Laurel Hill Creek Mitigation Bank.
