Project involves increasing capacity of the Stoney Run Interceptor, construction of a 3.2 mg retention facility on the Stoney Run Interceptor and increasing the capacity of the Indiana Borough Sewage Treatment Plant to 8.2 mgd average daily flow. HAZARDOUS SITES CLEANUP

Notice of Prompt Interim Response
under the Hazardous Sites Cleanup Act
Concept Sciences Inc.
Hanover Township, Lehigh County The Department of Environmental Protection (Department), under the authority of the Hazardous Sites Cleanup Act (35 P. S. §§ 6020.101--6020.1304) (HSCA), has initiated a prompt interim response at Concept Sciences Inc. Site (Site). This response has been undertaken under section 505(b) of HSCA. The Concept Sciences Inc. Site is located at 749 Roble Road in the Lehigh Valley Industrial Park III, in Hanover Township, Lehigh County, PA.
On February 19, 1999, an explosion occurred at the Site. As a result of the explosion, five people were killed and extensive property damage occurred. The Site was a chemical manufacturing facility utilizing and/or containing materials such as hydroxylamine, hydroxylamine sulfate, potassium hydroxide, potassium sulfate and others. As a result of the explosion, a release and a threat of release of hazardous substances and contaminants exists at the Site. Under section 505(b) of the HSCA, the Department determined that prompt action was required to protect public health and the environment.
Between February 19, 1999, and March 3, 1999, neither the owner nor the operator agreed to implement measures determined to be reasonable in light of the information available to the Department to address the continuing release and threat of release of hazardous substances and contaminants at the Site. Because the Site owner, Lehigh Realty Associates III, and operator, Concept Sciences Inc., did not address the immediate threat to human health and the environment posed by runoff from the Site, the Department mobilized an emergency response contractor on February 27, 1999. The contractor was tasked with collecting and transporting contaminated runoff from the Site to a disposal facility.
In addition, as of March 3, 1999, the owner and the operator had not addressed the continuing release and threat of release of hazardous substances and contaminants remaining at the Site which pose a continuing threat to public health and the environment. Accordingly, the Department initiated a Prompt Interim Response at the Site on March 4, 1999. The Department's contractor, in addition to taking over the work of the emergency response contractor, was tasked with, among other things, disposal of chemicals in tanks, drums and other containers, maintenance of security, decontamination and removal of debris, excavation and removal of contaminated soil, collection of soil and water samples and demolition of onsite building. The Department selected the Prompt Interim Response based on the information available to the Department as of March 4, 1999. The objective of the Department's prompt interim response is to eliminate the immediate threat to human health and safety and the environment posed by the hazardous substances and contaminants present at the Site.
This notice is being provided under sections 505(b) and 506(b) of HSCA. The administrative record which contains the information that forms the basis and documents the selection of this response action is available for public review and comment. The administrative record is located at the Department's Bethlehem District Office, 4530 Bath Pike (Route 512) in Hanover Township, Northampton County and is available for review Monday through Friday from 8 a.m. and 4 p.m.
The administrative record will be open for comment from March 27, 1999, until June 28, 1999. Persons may submit written comments into the record, during this time only, by sending them to Paul Panek, Project Officer, at the Department's Bethlehem District Office at 4530 Bath Pike, Bethlehem, PA 18017-9074 or by delivering them to that office in person.
Persons may also present oral comments, for inclusion in the administrative record, at a public hearing. The Department has scheduled the public hearing for May 6, 1999, at 7 p.m. at the Hanover Township Municipal Building located at 2202 Grove Road in Hanover Township. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The following final reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P. S. §§ 6026.101--6026.908).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (act) require the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of submission of final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
For further information concerning the final report, contact the Environmental Cleanup Program Manager in the Department's Regional Office under which the notice of receipt of a final report appears. If information concerning a final report is required in an alternative form, contact the community relations coordinator at the appropriate regional office listed. Provisions of 25 Pa. Code § 250.8 Administration of Land Recycling Program requires the Department of Environmental Protection (Department) to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the Land Recycling and Environmental Remediation Standards Act (act). Plans and reports required by provisions of the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation, concentration of regulated substances in environmental media, benefits of reuse of the property, and in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. A cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

The Combined report was found deficient and disapproved by the Department on February 24, 1999.

Pontillo Landfill, W. 16th St. and Pittsburgh Avenue, Erie County, City of Erie, has submitted a Baseline report concerning the remediation of groundwater and soil. The site had been found to be contaminated with PCBs, lead, heavy metals, solvents BTEX, PHCs and PAHs. The report was disapproved and did not demonstrate attainment of the Special Industrial Area Standard and was disapproved by the Department on March 10, 1999.
