LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

UNDER ACT 2, 1995
PREAMBLE 2


The following plans and reports were submitted under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Provisions of Sections 301—308 of the Land Recycling and Environmental Remediation Standards Act (act) (35 P.S. §§ 6026.301—6026.308) require the Department to publish in the Pennsylvania Bulletin a notice of submission of plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling analytical results which demonstrate that remediation has attained the cleanup standard selected. Submission of plans and reports, other than the final report, will also be published in the Pennsylvania Bulletin. These include the remedial investigation report, risk assessment report and cleanup plan for a site-specific standard remediation. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements.

 For further information concerning plans or reports, contact the environmental cleanup program manager in the Department regional office under which the notice of receipt of plans or reports appears. If information concerning plans or reports is required in an alternative form, contact the community relations coordinator at the appropriate regional office. LAND RECYCLING AND ENVIRONMENTAL REMEDIATION

The Department has taken action on the following plans and reports under the Land Recycling and Environmental Remediation Standards Act (35 P.S. §§ 6026.101—6026.907).

 Section 250.8 of 25 Pa. Code and administration of the Land Recycling and Environmental Remediation Standards Act (act) require the Department to publish in the Pennsylvania Bulletin a notice of its final actions on plans and reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the remediation standards of the act. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis of selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected. Plans and reports required by the act for compliance with selection of remediation to a site-specific standard, in addition to a final report, include a remedial investigation report, risk assessment report and cleanup plan. A remedial investigation report includes conclusions from the site investigation; concentration of regulated substances in environmental media; benefits of reuse of the property; and, in some circumstances, a fate and transport analysis. If required, a risk assessment report describes potential adverse effects caused by the presence of regulated substances. If required, a cleanup plan evaluates the abilities of potential remedies to achieve remedy requirements. A work plan for conducting a baseline remedial investigation is required by the act for compliance with selection of a special industrial area remediation. The baseline remedial investigation, based on the work plan, is compiled into the baseline environmental report to establish a reference point to show existing contamination, describe proposed remediation to be done and include a description of existing or potential public benefits of the use or reuse of the property. The Department may approve or disapprove plans and reports submitted. This notice provides the Department's decision and, if relevant, the basis for disapproval.

PA American Water—Stafford Avenue, 2699 Staf-ford Avenue, City of Scranton, Lackawanna County. Resource Environmental Management, Inc., 50 Maple Street, Montrose, PA 18801, on behalf of PA American Water, 800 West Hersheypark Drive, Hershey, PA 17033, submitted a Final Report concerning the remediation of site soils contaminated with benzene, naphthalene, toluene, ethylbenzene, cumene, MTBE, 1,2,4-trimethyl-benzene, 1,3,5-trimethylbenzene, total xylenes, 1,2-dibromoethane, and 1,2-dichloroethane. The Final Report demonstrated attainment of the Site-Specific Standard, and was approved by the Department on September 21, 2016.

Bethlehem Commerce Center Majestic Lot 1B, 3051 Commerce Center Boulevard, City of Bethlehem, Northampton County. O'Brien & Gere Engineers, Inc., Bentwood Campus, 301 E. Germantown Pike, 3rd Floor, East Norriton, PA 19401, on behalf of Commerce Construction Co. LP, 13191 Crossroads Parkway North, 6th Floor, Industry, CA 91746, submitted a Final Report concerning the remediation of site soils contaminated with Boron, Thallium, Lead, Iron, and Benzo(a)pyrene. The Final Report demonstrated attainment of the Special Industrial Area and Non-Residential Site Specific Standard for soils, and was approved by the Department on September 12, 2016.

Pennsylvania Tectonics, Inc., 723 Main Street, Archbald, PA 18403, on behalf of Carrie Zimmer-Naef and Hans Peter Naef, 98 Millers Gap Road, Enola, PA 17025; Scott and Margaret Evans, 80 Millers Gap Road, Enola, PA 17025; and Andrew and Palma Deen, 78 Millers Gap Road, Enola, PA 17025, submitted Final Report concerning remediation of site soil contaminated with No. 2 fuel oil. The Final Report was administratively incomplete and was disapproved by the Department on September 26, 2016.

03-00180: Dominion Transmission, Inc. (500 Dominion Blvd., Glen Allen, VA 23060). In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it has issued a renewal Title V Operating Permit (TV-03-00180) to Dominion Transmission, Inc. for the operation of the South Bend Compressor Station located in South Bend Township, Armstrong County.

 The main sources of emissions at the facility include six 2,000 bhp stationary reciprocating internal combustion compressor engines, one 813 bhp stationary reciprocating internal combustion engine driving an emergency electric generator, a 8.0 mmbtu/hr salt bath heater, a 5.5 mmbtu/hr boiler, a 10,000 gallon produced fluids storage tank, a parts washer, and fugitive VOC emissions from facility valves, pumps, flanges, etc. All of the combustion emission sources are natural gas-fired.

 The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 61, 63, and 70, and 25 Pa. Code Article III, Chapters 121—145. The renewal Title V Operating Permit was issued final on September 23, 2016.

TVOP-32-00129: (500 Dominion Blvd.—2N, Glen Allen, VA 23060) on September 20, 2016 a Title V Operating Permit renewal to Dominion Transmission, Inc. for Rochester Mills Compressor Station located in North Mahoning Township, Indiana County.

03-00125: The Peoples Natural Gas Company (1201 Pitt St., Pittsburgh, PA 15221-2029). In accordance with 25 Pa. Code §§ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it has issued a renewal Title V Operating Permit (TV-03-00125) to The Peoples Natural Gas Company, LLC (Peoples) for the operation of the Valley Compressor Station, located in Cowanshannock Township, Armstrong County.

 The main sources of emissions at the facility include a 660 bhp Ingersoll-Rand Model # KVG-62 compressor engine, a 1,320 bhp Ingersoll-Rand model # KVS-48 compressor engine, a 600 bhp Cooper Bessemer model # GMV-6 compressor engine, a 400 bhp Cooper Bessemer model # GMV-4 compressor engine, and a CAT model # G3406TA emergency generator engine. The station also operates miscellaneous process equipment, a TEG Dehydration Boiler, a TED Dehydration Still, miscellaneous combustion equipment, two (2) 55-gallon parts washers, and a 2,000 gallon ethylene glycol 50/50 storage tank. The dehydration boiler is controlled by a thermal oxidizer.

 The emission restrictions and testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR Parts 52, 60, 61, 63 and 70, and 25 Pa. Code Article III, Chapters 121—145. The renewal Title V Operating Permit was issued final on September 23, 2016.

48-00072: Versalift East, Inc. (2706 Brodhead Road, Bethlehem, PA 18020-9411) issued on 9/28/16, for operation of an automobile manufacturing operation in Bethlehem Township, Northampton County. The source includes one paint spray booth with associated panel filters. The proposed operating permit includes emission limits, work practice standards, monitoring, recordkeeping and reporting requirements designed to keep the facility operating within applicable air quality requirements.

OP-56-00199: Shade-Central City School District (PO Box 7, 203 McGregor Ave., Cairnbrook, PA 15924). In accordance with 25 Pa. Code §§ 127.424 and 127.425, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a renewal Operating Permit (OP-56-00199) for operation of the Shade-Central City High School located in Shade Township, Somerset County. Equipment at this facility includes one 6.4 mmbtus/hr tri-fuel boiler, one 8.4 mmbtus/hr No. 2 fuel oil fired boiler, and two small emergency electric generators. Potential emissions from the facility are based on a limit of burning 1,900 tons of coal per consecutive 12 month period and are estimated to be 9.0 tons NOx, 1.2 ton VOCs, 10.5 tons CO, 4.3 tons particulate matter, and 70.7 ton SOx. Actual emissions from the facility are much lower. The facility is subject to the applicable requirements of 25 Pa. Code Chapters 121—145. The proposed Operating Permit contains applicable emission limits, as well as testing, monitoring, recordkeeping, reporting and work practice requirements.

10-00237: Fox Funeral Home (410 West Main Street, PO Box 305, Saxonburg, PA 16056). On September 27, 2016, the Department issued a State Only OperatingPermit renewal for the facility located in Saxonburg Borough, Butler County. The facility is a Natural Minor. The primary sources at the facility include a natural gas fueled crematory and miscellaneous natural gas combustion units. The crematory is equipped with a 716,000 Btu/hr burner in the primary chamber and a 1.4 million Btu/hr burner in the secondary chamber. Emissions from the facility are: 0.04 tpy PM-10; 0.05 tpy CO; and 0.10 tpy VOC. The renewal permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

24-00083: Mersen USA, St. Marys—PA Corporation (215 Stackpole Street, Saint Marys, PA 15857-1401) on September 26, 2016 for renewal of the Title V Operating Permit. The facility is located in the City of Saint Marys, Elk County. The facility manufactures Carbon and Graphite Products. The facility's emitting sources include: Billet Unloading Station; Pulverizers; Mills; Crushers Furnaces; Blenders; Sizing Operations; Mixers; Ovens; Graphitizers; Dryers; Machining Operations; Press Jolters; Miscellaneous Sources controlled by baghouses which exhaust outside; Parts Cleaners; Vacuum Hoses; and, Weigh Stations. The facility is a major facility due to potential PM10 (Particulate matter particle size is less than or equal to ten micron) emissions, Carbon Monoxide (CO) emissions, and Sulfur Dioxide (SOx) emissions more than 100 tons per year. Therefore, the facility is subject to the Title V Operating Permit requirements adopted in 25 Pa. Code Chapter 127, Subchapter G. The facility is also subject to the Compliance Assurance Monitoring Rule (CAM) found in 40 C.F.R. Part 64. Appropriate permit conditions to address the applicable CAM requirements were included in the previous permit. The facility provided the following potential emissions in the permit application: Particulate Matter (PM-25)—10.98 Tons per year (TPY); PM less than ten microns (PM-10)—18.40 TPY; Oxides of Sulfur (SOx)—83.11 TPY; Carbon Monoxide (CO)—205. 91 TPY; Oxides of Nitrogen (NOx)—11.65 TPY; Volatile Organic Compound (VOC)—7.59 TPY; and Hazardous Air Pollutants (HAP) Less than one ton per year.

25-00940: Animal Friends Cremation Services (11711 Sharp Rd, PO Box 735, Waterford, PA 16441-3935). On September 27, 2016, the Department issued a State Only Operating Permit renewal for the facility located in Waterford Borough, Erie County. The facility is a Natural Minor. Annual emissions of criteria pollutants are as follows: 0.24 tpy PM-10; 0.04 tpy CO. The primary source at the facility is a natural gas fueled crematory equipped with a primary chamber burner rated at 800,000 Btus/hr and a secondary chamber burner rated at 1.3 million Btus/hr. The renewal permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.

42-00187: Resting Acres Pet Cemetery (1353 South Avenue, Bradford, PA 16701-0736). On September 28, 2016, the Department issued a State Only Operating Permit renewal for the facility located in Bradford Township, McKean County. The facility is a Natural Minor. The primary sources at the facility are 2 natural gas fueled crematories: Crematory A, rated at 1.5 million Btus/hr; and Crematory B, rated at 1.3 million Btus/hr. Annual emissions from the facility are as follows: PM-10 < 1 tpy; CO < 1 tpy; VOC < 1 tpy. The renewal permit contains emission restrictions, recordkeeping, and work practice requirements to ensure compliance with the Clean Air Act and the Air Pollution Control Act.
