Finding

Bedford County

   Under the provisions of section 2002(b) of The Administrative Code of 1929 (71 P. S. § 512(b)), the Secretary of Transportation makes the following finding:

   The Department of Transportation plans to replace Bedford County Bridge No. 32, with a new two-lane, steel through-girder structure at essentially the same location. The project includes minor improvements to the horizontal and vertical alignments and the acquisition of a minor amount of right-of-way (0.098 acre) from adjacent properties.

   The proposed project involves the demolition of the existing Bedford County Bridge No. 32 which has been determined to be eligible for listing on the National Register of Historic Places, and is also considered to be a contributing element to the Hyndman Historic District, which also is eligible for listing on the National Register of Historic Places. The effects of this project on the existing Bedford County Bridge No. 32 and on the Hyndman Historic District will be mitigated by the following measures to minimize harm to these historic resources:

   1.  The existing Bedford County Bridge No. 32 has been recorded according to specific criteria established for this project by the Pennsylvania Historical and Museum Commission (PHMC). This recordation has been completed and was formally accepted by the PHMC on June 12, 1995.

   2.  During dismantling of Bedford County Bridge No. 32, the PHMC will have the opportunity to select structural members, or parts thereof, for the Commission's own use.

   3.  A permanent plaque will be erected in the vicinity of the new bridge, and will contain a historical narrative of Bedford County Bridge No. 32. The narrative will be approved by the PHMC, prior to the plaque's fabrication.

   4.  The final design plans for the replacement bridge will be coordinated with and approved by the PHMC.

   The environmental, economic, social and other effects of the proposed project have been considered as enumerated in section 2002, subsection 18(b) of The Administrative Code of 1929, and it is concluded that there is no feasible and prudent alternative to the project as designed, and that all reasonable steps have been taken to minimize harm to the project area's historic resources.

   No adverse environmental effects are likely to result from the construction of this bridge project.
