State Certified Municipal Training Organizations; Request for Proposals
[26 Pa.B. 1832] The Department of Community Affairs (DCA) is announcing that it is seeking alternatives for the delivery of municipal training by private nonprofit and for profit organizations. The Department is accepting proposals which fulfill the requirements outlined in a Request for Proposals (RFP).
Objectives:
Through this RFP, the Department of Community Affairs (Department) seeks to certify a single or multiple organizations as State Certified Municipal Training Organizations (SCMTOs) to administer and deliver municipal training to local government officials in a convenient and affordable manner. There are four major categories of training with subcategories for each one. The categories are: (1) Local Government; (2) Finance; (3) Management; and (4) Community Planning. Successful bidders will administer and provide training outlined in the work statement of the RFP. Areas of service include administration of training, delivery of training, record keeping, relevant course development and periodic meetings with Department staff to review program compliance and evaluations. The Department will work closely with the SCMTOs to coordinate and make available the training schedules through local government associations and other media.
***Road and Street Training, Environment Training, and Community Development Program Compliance are not a part of this RFP. This training will continue by utilizing the training resources of PENNDOT, DEP, and other sources. However, the Department will continue to monitor and coordinate this training.
Product:
With this RFP, the State will certify as a State Certified Municipal Training Organization those contractors who meet the conditions of the RFP to provide direct training to local government officials. This RFP includes a number of requirements. To obtain the certification, successful contractors must address each one.
Contractors will be responsible for submitting annual performance reports to the Department. These reporting requirements are described in the Work Statement of the RFP.
