Final Report
The following final report was submitted to the Department of Environmental Protection under the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995 (P. L. 4, No. 2).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (the act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.

Interim Response
Hanover Scrap Quarry
Conewago Township, Adams CountyThe Department of Environmental Protection (Department) under the authority of the Hazardous Sites Cleanup Act (35 P. S. §§ 6020.102--6020.1303) (HSCA) is initiating an interim response at the Hanover Scrap Quarry Site in Conewago Township, Adams County, PA.
Hanover Scrap Quarry is a 5 acre site located along Narrow Drive 1/2 mile from Route 194 near the village of Mount Pleasant. The site is situated in a rural area that is predominately residential and agricultural. The former quarry pit occupies 1 acre of the site.
The site operated as a quarry during the 1940s and later was used as an unregulated dumping area for industrial and municipal wastes until the 1970s when the pit was completely filled. In 1987 the estate of the current owner (Estate) provided public water to homes using wells with contaminated groundwater. The quarry was determined to be the source of volatile organic compounds (VOCs) which contaminated the groundwater. In 1992, the Estate, under a Consent Decree and Order with the Department, removed 200 abandoned drums of waste from the site. Sampling by the Department in 1993 showed metals contamination of site soil to be above health based risk levels.
The Department determined that this interim response is necessary to protect the public health and safety.
The Department considered two alternatives:
1. No action, which would allow contaminated soils to remain in place.
2. The removal of soils above health based risk levels and arranging for the treatment and/or disposal of these soils at a permitted facility.
The Department determined that the no action alternative would not be protective of human health and the environment since the risk of contact with contaminated soils would remain.
The Department is providing this notice under sections 505(b) and 506(b) of HSCA (35 P. S. §§ 6020.505(b) and 6020.506(b)) and the publication of this notice starts the administrative record period under HSCA. The Administrative Record which contains information about this site and which supports the Department's decision to perform this action at the site is available for public review and comment. The Administrative Record can be examined from 8 a.m. to 4 p.m. at the Department's office at One Ararat Boulevard, Harrisburg, PA 17110, by contacting Barbara Faletti at (717) 657-4592. The Administrative Record can also be reviewed at the Hanover Public Library, 2 Library Place, Hanover, PA during normal operating hours.
The Administrative record will be open for comment from the date of publication of this notice in the Pennsylvania Bulletin and will remain open for 90 days. Persons may submit written comments regarding this action to the Department before August 2, 1996, by mailing them to Barbara Faletti at the above address.
The public will have an opportunity to present oral comments regarding the proposed action at a public hearing. The hearing has been scheduled for Tuesday, June 4, 1996, at 7 p.m. at the Hanover Borough Office Building, 44 Frederick Avenue, Hanover, PA.
