Borough of Lehighton, Borough of Weissport, Mahoning Township, Franklin Township, Carbon County.
The Department's review has found that the Joint Plan Update is now acceptable and hereby grants planning approval. This review has also not identified and significant environmental impacts resulting from this proposal.
The Joint Plan Update calls for the construction of a new, 1.6 mgd (Average Daily Flow)/5.7 mgd (Peak Flow) regional wastewater treatment facility by the recently chartered Central Carbon Municipal Authority. This flow includes an allowance of 13,600 gpd, of the proposed facility's overall capacity, for the treatment of residential septage generated within the four municipalities previously identified. The proposed regional wastewater treatment facility will be constructed on property identified as Site No. 7 in the Joint Plan Update. Site 7 is located in Mahoning Township, south of the existing Lehighton Wastewater Treatment Facility; and is currently owned by Consolidated Rail Corporation (CONRAIL). The CCMA will acquire Site 7, through proper, legal means at the appropriate time. Treated wastewater will be discharged to the Lehigh River from the proposed regional wastewater treatment facility.
The Joint Plan Update also calls for the installation of new wastewater collection systems to serve selected areas in both Mahoning and Franklin Townships. In Mahoning Township, collection systems will be constructed in the Jamestown, Packerton, Meadowcrest, Ashtown and Graverville/SR0443 areas. In Franklin Township, collection systems will be constructed in the North Weissport, East Weissport and Union Hill areas. Each Township will assess its users for the construction and operation and maintenance of their individual wastewater collection systems.
The Joint Plan Update identified the existence of infiltration/inflow (I/I) problems within the existing wastewater collection/conveyance systems of Lehighton and Weissport Boroughs. Both Boroughs propose activities which are intended to reduce I/I through rehabilitation and/or replacement of various portions of their wastewater collection systems. In addition, the proposed, regional wastewater treatment facility's peak hydraulic treatment capacity has been increased beyond normal levels to provide sufficient capacity to properly treat both Boroughs' combined, peak wet-weather wastewater flows.
Conveyance facilities, both existing and proposed, have been included in the Joint Plan Update to facilitate the transportation of wastewater between the individual, municipal wastewater collection systems and the proposed regional wastewater treatment facility. The Jamestown and Packerton areas of Mahoning Township will discharge wastewater to a proposed 165 gpm pump station to be located northeast of the intersection of Carbon and First Streets in Mahoning Township. This pump station will discharge its wastewater into manhole No. 397 located in Subarea 2 of the existing Lehighton Borough Wastewater Collection System. The costs associated with this pump station and force main will be borne by Mahoning Township.
The Ashtown section of Mahoning Township is currently served by a 174 gpm pump station which discharges to manhole No. 256D in the existing Lehighton Borough Wastewater Collection System. In conjunction with this discharge, wastewater from the Meadowcrest area of Mahoning Township will be conveyed to the existing Ashtown Pump Station for conveyance to Lehighton Borough's Wastewater Collection System and ultimately the regional wastewater treatment facility. The existing Ashtown Pump Station has adequate capacity to transport the wastewater flows which will be generated by both the Ashtown and Meadowcrest areas of Mahoning Township.
Wastewater from the Graverville/SR0443 areas of Mahoning Township will be conveyed to manhole No. 256D in the existing Lehighton Borough Wastewater Collection System by a proposed 270 gpm pump station and force main. The costs associated with the proposed, new pump station and force main will be borne by Mahoning Township.
As a result of the increased discharge to manhole No. 256D from the previously identified areas of Mahoning Township, several Lehighton Borough Wastewater Collection System lines will need to be upgraded. The Bridge Street Collection line, from manhole No. 256D to manhole No. 201, will be upgraded from an 8" to a 10" diameter line. The 15" collection line, between manhole No. 201 and manhole No. 345 will be upgraded to an 18" line. The 18" conveyance line, between manhole No. 345 and manhole No. 418, will be upgraded to a 21" line. All costs associated with these three line upgrades will be borne by the CCMA.
The existing Stanley Hoffman Boulevard Pump Station, which serves Subareas 3 and 4 of the Lehighton Wastewater Collection System and the proposed Jamestown and Packerton Wastewater Collection Systems in Mahoning Township, must be upgraded and expanded. The costs associated with this upgrade will be borne by the CCMA. As a direct result of the Stanley Hoffman Boulevard Pump Station Upgrade/Expansion an existing 15" conveyance line in the Lehighton Wastewater Collection System will need to be upgraded to an 18" conveyance line. The existing line must be upgraded between manhole No. 440 and manhole No. 444 in the Lehighton Wastewater Collection System. All costs associated with this upgrade will be borne by the CCMA.
An existing pump station, currently serving only Weissport Borough, will be upgraded to accommodate Weissport Borough's projected wet-weather flows and the proposed flows from Franklin Township. The existing 300 gpm pump station will be replaced by an 850 gpm pump station. However, the same 8" force main, between the existing Weissport Pump Station and the existing Lehighton Wastewater Treatment Facility, will still be capable of transporting the total, increased wastewater volume from Weissport Borough and Franklin Township. The costs associated with this pump station upgrade/expansion will be borne by the CCMA.
The project's final conveyance component will be the construction of a new influent pumping station to be located at the existing Lehighton Wastewater Treatment Facility Site. This pump station will be equipped with three, 50 HP variable speed drive pumps. The station will be capable of pumping all of the raw wastewater received from the four municipalities, through an 18" ductile iron force main to the proposed regional wastewater treatment facility site. All costs associated with the influent pumping station and force main will be borne by the CCMA.
Financing of each of the proposed municipal projects will be as follows:

Each municipality will be responsible for the financing, construction and operation and maintenance of its own wastewater collection system and appurtenances. The CCMA will be responsible for the financing, construction and operation and maintenance of the proposed regional wastewater treatment facility. It will also be responsible for the financing, construction and operation and maintenance activities associated with existing pump station expansions and those conveyance facilities (interceptors, force mains, and the like) which will transport wastewater from two or more of the municipalities within a common conveyance facility or line.
In accordance with the provisions of the Pennsylvania Sewage Facilities Act, 35 P. S. § 750.1--750.20(a) (Act 537), and Chapter 71 of the Department's Regulations (25 Pa. Code Ch. 71), the Department will hold the Borough of Lehighton, the Borough of Weissport, Mahoning Township and Franklin Township responsible for the complete and timely implementation of each municipality's portion of the Joint Plan Update's activities, as listed in the Schedules of Implementation described in the regional and respective, municipal sections of the Joint Plan Update.
Any additional wastewater-related improvements, additions, deletions or changes outside of those explicitly described in the Joint Plan Update must be in compliance with the Department's Regulations and be submitted to and approved by the Department in writing. Since the CCMA is proposing PENNVEST financing and the total cost of the project is greater than $10 million, Value Engineering must be performed for those issues related to the proposed regional wastewater treatment facility. Issues such as the type of wastewater treatment process, wastewater treatment facility site layout or other issues which cannot be completely resolved during the planning stage of the project, should be resolved during the Value Engineering process.

Submission of Final Reports on Attainment of Background and Statewide Health Standards (Sections 302(e)(2) and 303(h)(2))
The following final reports were submitted to the Department of Environmental Protection under the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995 (P. L. 4, No. 2).
Provisions of Chapter 3 of the Land Recycling and Environmental Remediation Standards Act (the act) require the Department of Environmental Protection to publish in the Pennsylvania Bulletin a notice of submission of any final reports. A final report is submitted to document cleanup of a release of a regulated substance at a site to one of the act's remediation standards. A final report provides a description of the site investigation to characterize the nature and extent of contaminants in environmental media, the basis for selecting the environmental media of concern, documentation supporting the selection of residential or nonresidential exposure factors, a description of the remediation performed, and summaries of sampling methodology and analytical results which demonstrate that the remediation has attained the cleanup standard selected.
