Enhancement to the Dealer Late Submission and Nonsubmission of Vehicle Registration Program Documents

   The Department of Transportation (Department) is responsible for monitoring the compliance by title agents and motor vehicle dealers, acting on behalf of purchasers of motor vehicles, with the titling and registration requirements of the Vehicle Code. As one of these efforts, the Department proposes to enter into an agreement with a third party vendor which will operate and maintain a system that monitors motor vehicle dealer compliance with the 20 day submission requirement. The vendor will develop, operate and maintain a relational database on its computer system by interfacing with bank loan departments' records. The database will compare loan data from the system and motor vehicle registration data provided by the Department. The vendor will utilize the database to perform the following services:

   (1)  Comparison of the two databases by vehicle identification number (VIN) to determine instances whereby the submission of the application is late.

   (2)  Comparison of the two databases by VIN to determine instances whereby the application is never received by the Department.

   (3)  Development of customized reports for the Department that delineate situations whereby elements of the two databases do not agree in form or content.

   (4)  Development of a personal computer access facility that will enable Department personnel access to the database in order to perform inquiry functions and generate reports.

   (5)  Development of custom reports for the Department for use in prosecution.

Also, letters of interest can be mailed or delivered to the Bureau of Motor Vehicles, Room G-100A, Transportation and Safety Building, Harrisburg, PA 17120, Attention: Gary Skovron. Late responses will not be considered.
