To construct and maintain a single span bridge having a clear span of 33.5 feet and an underclearance of about 6.5 feet across Hares Valley Creek to provide access to existing farm buildings located about 200 feet west of S. R. 0665 and about 2.5 miles south of Mapleton Borough (Butler Knob, PA Quadrangle N: 19.9 inches; W: 12.9 inches) in Union Township, Huntingdon County.    E31-128.  Encroachment. Turnpike Commission, P. O. Box 67676, Harrisburg, PA 17106-7676. To remove the existing structure and to construct and maintain a concrete box culvert stream enclosure having a span of 10 feet and a rise of 6 feet in the channel of an unnamed tributary to the north branch of the Little Aughwick Creek for the purpose of highway maintenance located on the Pa. Turnpike about 0.8 mile west of the Tuscarora Tunnel at mile post 185.42 in Dublin Township, Huntingdon County. This permit was issued under section 105.13(e) ''Small Projects''.    E31-129.  Encroachment. DCNR, P. O. Box 8451, Harrisburg, PA 17105-8451. To remove an existing bridge and to construct and maintain a single span structure having a clear span of 28 feet and an underclearance of about 5.2 feet across Standing Stone Creek located on Cooper Gap Road about 400 feet south of its intersection with Stone Creek Road, Barrville, PA Quadrangle N: 13.2 inches; W: 13.8 inches) in Jackson Township, Huntingdon County. This permit was issued under section 105.13(e) ''Small Projects''. This permit also includes 401 Water Quality Certification.

   E36-427.  Encroachment. Groff's Farm Restaurant & Golf Club, Inc., 650 Pinkerton Road, Mount Joy, PA 17552. To construct and maintain two timber retaining walls (230 L. F. and 250 L. F.) and place related backfill within the floodway of Little Chickies Creek for construction of an 18-hole golf course. Removal of debris (fallen trees) and sediment deposits will occur at tributary outlet in creek. The proposed golf club will be located along both sides of Pinkerton Road (T-358), about 1,200 feet south of Koser Road intersection (Columbia West, PA Quadrangle N: 16.2 inches; W: 0.5 inch) in East Donegal Township, Lancaster County.

   E36-600.  Encroachment. East Hempfield Township, P. O. Box 128, Landisville, PA 17538. To remove two existing structures, construct and maintain precast concrete box culverts consisting of a single cell 12-foot span × 5-foot rise culvert in a tributary to the Little Conestoga Creek, and a two cell 12-foot span × 5-foot rise culvert on a 35 degree skew across the Little Conestoga Creek for the realignment of Rohrerstown Road (Lancaster, PA Quadrangle N: 14.45 inches; W: 14.25 inches) in East Hempfield and Manheim Townships, Lancaster County.

To remove the existing structure, construct and maintain a precast reinforced concrete box culvert having a clear span of 18 feet on a 90 degrees skew with a minimum underclearance of 6.5 feet across Stewart Run on State Route 0222, Section 013, Segment 0260, Offset 000 (Wakefield, PA Quadrangle N: 22.65 inches; W: 4.12 inches) in East Drumore Township, Lancaster County. To remove an existing structure and to construct and maintain a single span bridge having a clear span of 23 feet and an underclearance of about 9.4 feet in East Licking Creek for maintenance purposes located on Spectacle Gap Road about 400 feet east of its intersection with Vincent Tram Road (McCoysville, PA Quadrangle N: 21.25 inches; W: 16.9 inches) in Bratton Township, Mifflin County. To remove an existing structure and to construct and maintain a single span structure having a clear span of 20 feet and an underclearance of about 5.2 feet across Tea Creek located on Coopers Gap Road about 0.8 mile east of its intersection with Flat Gap Road (Barrville, PA Quadrangle N: 14.3 inches; W: 1.8 inches) in Brown Township, Mifflin County.    E67-528.  Encroachment. J.R.W., Inc., P. O. Box 8, York Haven, PA 17371. To place fill in 1.78 acres of jurisdictional wetlands for the purpose of developing the Aslan Heights Phase II subdivision located between S. R. 4011 and S. R. 4001 on the northern end of Claystone Road (West York, PA Quadrangle N: 20.7 inches; W: 3.4 inches) in Manchester Township, York County. Permittee is required to provide 2.03 acres of replacement wetlands.

   E52-137.  Encroachment. Kittatinny Canoes, Inc., HC 67, Box 360, Dingmans Ferry, PA 18328-9516. To repair and maintain a boat launching ramp and parking lot along the right bank of the Delaware River, with work including the following: (1) placement of precast concrete slabs to key in the paved launch area, (2) replacement of damaged pavement, (3) filling of eroded area in the grass parking lot, and (4) removal of debris and gravel along approximately a 100-foot reach of channel adjacent to the launch ramp. The purpose of the project is to repair flood-damaged facilities, to prevent future flood damage and to restore access to the launch ramp. The project is located at the Kittatinny Canoes Matamoras Base, along the east side of S. R. 1017 (Delaware Drive), approximately 2 miles northwest of S. R. 0006 (Port Jervis North, NY-PA Quadrangle N: 3.3 inches; W: 13.0 inches), in Westfall Township, Pike County.

   E09-705.  Encroachment. Penske Truck Leasing Company, Route 10 Green Hills, P. O. Box 563, Reading, PA 19603. To place fill material in 0.31 acre of wetlands and relocate, modify and maintain approximately 675 linear feet of an unnamed tributary to the Delaware River in association with the proposed Penske Truck Leasing Company land subdivision. The proposed tributary channel changes will consist of the redirecting of approximately 285 linear feet of this tributary through a proposed stormwater detention basin, which will be constructed within the 100-year floodway of the tributary, and also will include the modification of approximately 390 linear feet of the remaining portion of the tributary. The modified watercourse will be concrete lined with a 2-foot wide bed and 3-foot deep and will have a concrete headwall structure at the end to be connected to an existing 18-inch diameter C.M.P. storm sewer located beneath the Dunks Ferry Road. This project also includes the construction and maintenance of an approximately 309-feet long, 18-inch diameter R.C.P. storm sewer piping having a concrete headwall intake structure to be located within a wetland. The project site is situated approximately 400 feet east of the intersection of Street Road (S. R. 2007) and Dunks Ferry Road (T-324) (Beverly, PA-NJ Quadrangle N: 14.5 inches; W: 8.0 inches) in Bensalem Township, Bucks County. The permittee shall provide a minimum of 0.31 acre of wetlands replacement. Approval is also granted for the environmental assessment related to the construction of the proposed stormwater detention basin.

To amend E02-1042 to construct and maintain a 290-foot extension to existing 170-foot long wall for purpose of loading barges along the right bank of the Allegheny River at Mile Marker 19.6 (New Kensington West, PA Quadrangle N: 13.2 inches; W: 3.7 inches) in East Deer Township, Allegheny County.

   E02-1148.  Encroachment. Borough of Whitehall, 100 Borough Park Drive, Pittsburgh, PA 15236. To relocate and maintain approximately 400 linear feet of the channel of Weyman Run, to extend and maintain the existing 36-inch diameter outfall pipe on the left bank of said stream and to construct and maintain a sanitary sewer line under the bed and across the channel of said stream for the purpose of improving Weyman Run. The project is located on Heinen Street, approximately 60 feet east from the intersection of Heinen Street and Weyman Road (Glassport, PA Quadrangle N: 21.8 inches; W: 17.0 inches) in Whitehall Borough, Allegheny County.

   E04-237.  Encroachment. Lisa and James M. McCoy Jr., 208 Silver Slipper Road, Hookstown, PA 15050. To construct and maintain two 60-inch diameter and two 24-inch diameter pipes in Little Service Creek for the purpose of accessing a private residence located in Hoover Estate Subdivision (Hookstown, PA Quadrangle N: 7.2 inches; W: 8.8 inches) in Hanover Township, Beaver County.

   E26-219.  Encroachment. Janet Steele, 108 Daugherty Drive, P. O. Box 218, Fayette City, PA 15438-0218.    The Department of Environmental Protection hereby announces the following grants to municipalities for recycling programs under the Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101) (35 P. S. §§ 4000.101--4000.1904).

   Grant funds can be used to develop and implement recycling programs. Municipalities and counties are eligible for up to 90% funding of approved recycling program costs. Municipalities considered financially distressed by the Department of Community Affairs under the Municipalities Financial Recovery Act (53 P. S. §§ 11701.101--11701.501) are eligible to receive funding for an additional 10% of approved costs. All grant awards are predicated on the receipt of recycling fees required by sections 701 and 702 of Act 101, and the availability of monies in the Recycling Fund.
