   Petition of National Fuel Gas Distribution Corporation requesting: 1) Permission to Expand Participation In Low Income Residential Assistance (LIRA) Rate; 2) Permission to Revise Rates Charged Under the Existing LIRA Rate; 3) Permission to Implement a Funding Mechanism to Provide for Recovery of Costs of Expanded LIRA Program; and 4) Waiver of Certain Provisions Under Chapter 56 of the Commission's Regulations. Docket No. P-00961054; Petition of National Fuel Gas Distribution Corporation Requesting Permission to Terminate Existing Base-Rate Charge for Recovery of Take-or-Pay Charges. Docket No. P-00961055.

   National Fuel Gas Distribution Corporation (National Fuel), by its counsel, filed on May 1, 1996, with the Pennsylvania Public Utility Commission (Commission), two petitions. By the first petition (Docket No. P-00961054), National Fuel seeks permission to expand eligibility of its customers for the Low Income Residential Assistance (LIRA) plan. It wishes to create three tiers of rates for customers in the program. It also seeks to create a funding mechanism for the program and it asks waivers for certain rules contained in Chapter 56 of the Commission's regulations. Through the second petition (Docket No. P-00961054), National Fuel seeks permission to discontinue the surcharge contained in its rates to recover contract reformation, or take-or-pay, costs, billed to it by interstate natural gas pipelines under orders of the Federal Energy Regulatory Commission. It also asks that any over-recovered funds be applied to the LIRA plan.

   Anyone desiring to comment regarding these petitions should file answers in the appropriate dockets with the Secretary, Pennsylvania Public Utility Commission, P. O. Box 3265, Harrisburg, PA 17105-3265 and provide copies to National Fuel. All such pleadings are due within 20 days of the date of publication of notice in the Pennsylvania Bulletin. Reply comments may be filed no later than 10 days thereafter. Copies of the National Fuel petitions are on file with the Commission and are available for public inspection.
