Pennsylvania Compensation Rating Bureau; Workers' Compensation Manual Revision; Classification Proposals

   On July 3, 1996, the Insurance Department received from the Pennsylvania Compensation Rating Bureau a filing for changes in Workers' Compensation classification procedure to be effective 12:01 a.m., September 1, 1996.

   The purposes for the proposed changes include more equitable alignment of rating values with demonstrated historical potential for loss and resolution of various administrative concerns which have arisen with respect to the current classification plan.

   Ten new classifications are proposed to be established. Each proposed new classification would be applicable to specific business operations presently being reported under one or more existing classifications.

   Ten existing classifications (Codes 255, 257, 281, 662, 924, 928, 941, 951 and 953) are proposed to be amended by the removal of component portions of their exposures proposed to become subject to the ten new classifications. The proposed amendments of existing classifications. The proposed amendments of existing classifications do not map on a ''one-for-one'' basis into the proposed new classifications, with many new classifications receiving portions of exposure from more than one existing code. In all cases, the existing classification remains applicable to types of business not being removed under these proposals.

   Two classifications (Codes 922 and 958) are proposed to be amended by the addition of exposures currently subject to other existing codes.

   One classification (Code 808) is clarified to reduce potential for misclassification and/or misallocation of exposures under the current classification plan.

   Copies of the filing are available for public inspection during normal working hours, by appointment, at the Insurance Department's offices in Harrisburg, Philadelphia, Pittsburgh and Erie.

   Interested parties are invited to submit written comments, suggestions or objections, to Guo Harrison, Actuary, Insurance Department, Office of Rate and Policy Regulation, Bureau of Property and Casualty Insurance, 1311 Strawberry Square, Harrisburg, PA 17120, within 30 days of publication of this notice in the Pennsylvania Bulletin.
