   This application is for a new NPDES permit to discharge treated sewage to UNT to Shenango River in Wilmington, Lawrence County. This is a new discharge.

   The receiving water is classified for the following uses:  WWF, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the evaluation is the Western PA Water Company on the Shenango River located at New Castle, approximately 7.4 miles below the point of discharge.

   This application is for an amendment no. 1 of an NPDES permit, to discharge treated sewage, treated industrial waste, noncontact cooling water and stormwater to Driver's Run (Outfalls 001 and 002) and UNT Beaver River (Outfalls 003, 004 and 005) in Wampum Borough, Lawrence County. This is an existing discharge.

   This amendment permit is for the relocation of Outfall 005 to the two existing earthen treatment ponds. Outfall 005 has been renumbered as suboutfall 103.

   The receiving water is classified for the following uses:  warm water fishes, aquatic life, water supply and recreation.    This application is for an amendment of an NPDES permit to discharge treated sewage to the Connoquenessing Creek in Ellwood City, Lawrence County. This is an existing discharge.

   The receiving water is classified for the following uses:  warm water fishes, aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply considered during the Municipal Authority of the Township of North Sewickley on the Beaver River located at North Sewickley Township, Beaver County, approximately 6 miles below point of discharge.

   The proposed effluent limits for Outfall No. 001 (after the chlorine contact tank) based on a design flow of 2.1 mgd are:

   The permit is being amended to remove final water quality based limits for cadmium, copper and lead. This decision is based on the applicant's Phase I, Toxics Reduction Evaluation (TRE) results and the Department's reevaluation of data.

   The permittee shall, within 2 years of the effective date of this permit, provide for effective dechlorination of the chlorinated effluent. Dechlorination processes employed shall remove total residual chlorine in the final effluent down to levels which are generally below detectability, and which will not cause in-stream levels of TRC to exceed 0.02 mg/l at any time in any part of the receiving stream. Prior to installation of dechlorination devices, the permittee shall obtain approval from the Department for the design of such devices.
