APPLICATIONS The following parties have applied for an NPDES permit to discharge controlled wastewaters into the surface waters of this Commonwealth. Unless otherwise indicated on the basis of preliminary review and application of lawful standards and regulations, the Department of Environmental Protection proposes to issue a permit to discharge, subject to certain effluent limitations and special conditions. These proposed determinations are tentative.
Where indicated, the EPA, Region III, Regional Administrator has waived the right to review or object to this proposed permit action under the waiver provision 40 CFR 123.6E.
Persons wishing to comment on the proposed permit are invited to submit a statement to the Field Office indicated as the office responsible, within 30 days from the date of this public notice. Comments received within this 30-day period will be considered in the formulation of the final determinations regarding this application. Responses should include the name, address and telephone number of the writer and a concise statement to inform the Field Office of the exact basis of a comment and the relevant facts upon which it is based. A public hearing may be held if the Field Office considers the public response significant.
Following the 30-day comment period, the Water Management Program Managers will make a final determination regarding the proposed permit. Notice of this determination will be published in the Pennsylvania Bulletin at which time this determination may be appealed to the Environmental Hearing Board.
The application and related documents, proposed effluent limitations and special conditions, comments received and other information are on file and may be inspected and arrangements made for copying at the Field Office indicated above the application.

This application is for renewal of an NPDES permit to discharge treated process water and untreated cooling water, stormwater, and air compressor condensate from the Pittsburgh Plant in the City of Pittsburgh, Allegheny County.
The following effluent limitations are proposed for discharge to the receiving waters, Allegheny River, classified as warm water fishery with existing and/or potential uses for aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply (PWS) considered during the evaluation is the Millvale Water Authority, located on the Allegheny River, about 1 mile from the discharge point.
Outfall 101: existing discharge, design flow of 0.017 mgd.

The following effluent limitations are proposed for discharge to the receiving waters, Youghiogheny River, classified as high-quality cold water fishery with existing and/or potential uses for aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply (PWS) considered during the evaluation is Westmoreland Municipal Authority, located at Connellsville, about 1 mile below the discharge point.
Outfall 001: existing discharge, design flow of 0.200 mgd.

This application is for issuance of an NPDES permit to discharge leachate and stormwater from a sawdust pile in Jackson Township, Cambria County.
The following effluent limitations are proposed for discharge to the receiving waters, unnamed tributary of Laurel Run, classified as a cold water fishery with existing and/or potential uses for aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply (PWS) considered during the evaluation is the Laurel Run Reservoir, located 3.73 miles below the discharge point.

This application is for an issuance of an NPDES permit to discharge treated process water, noncontact cooling water and stormwater from American Video Glass Company in East Huntingdon Township, Westmoreland County.
The following effluent limitations are proposed for discharge to the receiving waters Sewickley Creek classified as WWF fishery with existing and/or potential uses for aquatic life, water supply and recreation. For the purpose of evaluating effluent requirements for TDS, NO2-NO3, fluoride and phenolics, the existing/proposed downstream potable water supply (PWS) considered during the evaluation is the McKeesport Municipal Water Authority, located on the Youghiogheny River at Sutersville, approximately 20 miles below the discharge point.
Outfall 001: new discharge, design flow of 0.72 mgd.

The following effluent limitations are proposed for discharge to the receiving waters, known as unnamed tributary of Chartiers Creek, which are classified as a warm water fishery with existing and/or potential uses for aquatic life, water supply and recreation. The first downstream potable water supply intake from this facility is the West View Municipal Authority on the Ohio River.
